Sole Source Certification Award Details
Regarding UMMC Sole Source Certification Number SS5962 for Omnicell OIS server upgrade, devices and related products, please be advised that UMMC intends to award the purchase to the Omnicell server upgrade as the sole source provider.
UMMC issues this notice in accordance with Mississippi state law, policy, and procedures for sole source procurements.
Sole Source Criteria
1. Where the compatibility of equipment, accessories, or replacement parts is the paramount consideration (and manufacturer is the sole supplier).
2. Where a sole supplier’s item is needed for trial use or testing.
3. Where a sole supplier’s item is to be required when no other item will service the needs of UMMC.

Information needed for Sole Source Advertisement:
1. A description of the commodity that UMMC is seeking to procure.
The University of Mississippi Medical Center (UMMC) is seeking to procure an Omnicell Server that is mission-critical to the continued operation of its enterprise-wide medication dispensing infrastructure. The Omnicell Server provides the centralized platform required to support, manage, and enable full functionality of more than 200 Omnicell medication dispensing devices deployed across multiple UMMC locations, including UMMC Jackson, UMMC Grenada, UMMC Holmes County, UMMC Madison, and Colony Park North. This server supports all integrated workflows and processes associated with medication storage, dispensing, inventory management, user authentication, reporting, and system communication. Without a fully functional Omnicell Server, the associated Omnicell dispensing devices are rendered inoperable, resulting in an immediate and significant disruption to medication access and patient care operations. The existing Omnicell Server currently in use by UMMC will reach end-of-life status on December 31, 2026, necessitating replacement to ensure continuity of clinical operations, system security, vendor support, and compliance with patient safety standards
2. An explanation of why the commodity is the only one that can meet the needs:
This server is the only one compatible with the Omnicell Dispensing Cabinets already owned by UMMC. The server provides the required software architecture, communication protocols, and system controls necessary for the Omnicell devices to function as intended. Alternative servers or third-party solutions are not compatible with Omnicell’s proprietary software and cannot support the required device communication, security, or regulatory functionality. Without the Omnicell Server, the medication dispensing cabinets would be unable to process transactions, authenticate users, track inventory, or safely dispense medications. As such, no substitute product can meet the operational needs of UMMC or maintain uninterrupted patient care services.
3. An explanation of why the source is the only person or entity that can provide the required commodity.
Omnicell is the sole source capable of providing the required server hardware, software, licensing, and ongoing support due to the proprietary nature of its technology. The Omnicell Server, including its operating software, system architecture, updates, and integrations, is owned exclusively by Omnicell and is not licensed or available for resale, modification, or support by any third-party vendors.
No other manufacturer, distributor, or service provider has the authority or technical capability to supply, configure, or maintain a server that is compatible with Omnicell medication dispensing devices. Procuring the Omnicell Server directly from Omnicell ensures system integrity, vendor support, cybersecurity compliance, and continuity of critical medication management functions across all UMMC facilities.
4. An explanation of why the amount to be expended for commodity is reasonable.
The estimated amount to be expended is for the purchase of the Omnicell Win Server 2025 upgrade is $151,472.20. This amount is within the expected price range for these products.
5. List the efforts that UMMC went through to obtain the best possible price for the commodity.
Pricing is compared against available market intelligence and identified discounts are pursued where applicable.
Submission Instructions and Format of Response from Objecting Parties
Interested parties who have reason to believe that the Omnicell OIS server upgrade, devices and related products, (hereafter, “Products”) should not be certified as a sole source should provide information in the Vendor Form for the State to use in determining whether or not to proceed with awarding the sole source to Telcor. The Vendor Form may be found at http://www.dfa.state.ms.us/Purchasing/documents/ObjectiontoSoleSourceDetermination.pdf.
Objections must include the certification in Attachment B.
Comments will be accepted at any time prior to Due February 6, 2026 at 3:00 p.m. Central Time to solesource@umc.edu. Responses may be delivered via email to solesource@umc.edu. UMMC WILL NOT BE RESPONSIBLE FOR DELAYS IN THE DELIVERY OF RESPONSES. It is solely the responsibility of the Interested Parties that responses reach UMMC on time. Responses received after the deadline and responses that lack all required information will be rejected. UMMC reserves the right to inspect Interested Party’s commodity for comparison purposes.
