Instructional Services
The South Delta School District is soliciting proposals for Professional Development and Job-Embedded
Instructional Services with the goal of improving teacher effectiveness and student academic achievement.
1. Proposal Submission Details and Timeline: Submit seven copies of the RFP response in one sealed
package with Professional Development Instructional and Intervention Services for grades 6-12 English
Language Arts indicated on the outside of the package by February 12, 2026, at 10:00 AM CST, to the

Proposals will be accepted via hand delivery, the United States Postal Service, or by a private carrier
such as FedEx. The Proposer assumes all risk of delivery.

The deadline for submission of written questions is January 30, 2026, at 4:00 PM CST. All responses
to written questions and changes to specification requirements will be communicated via email to the
person submitting questions.
All questions, comments and requests for clarifications must be in writing. Any oral communications
shall be considered unofficial and non-binding.
Only written responses to written communications shall be considered official and binding upon
the School District. The School District reserves the right, at its sole discretion, to determine
appropriate and adequate responses to the written comments, questions and requests for
clarification.
All addendums and/or any other correspondence (general information, question and responses)
to this RFP will be made available exclusively through the South Delta School District.

3. SCOPE OF WORK
Vendors will provide Professional Development and Job-Embedded Instructional Services for
instructional staff in the area of Professional Development Instructional and Intervention Services for
grades 6-12 English Language Arts, with an emphasis on the tested grade levels and subjects. All services
must be based upon research- and evidence-based best practices and the Mississippi College and Career
Readiness Standards (MCCRS).
Services should include teaching and learning strategies that:
Focus on students as active learners and provide a wide range of learning opportunities for them to
solve problems ranging from simple to complex.
Emphasize higher-level thinking, knowledge transfer, as well as collecting, analyzing, and
synthesizing information and data from multiple sources.
Focus on job-embedded Professional Learning, including but not limited to coaching on
instructional techniques and strategies for differentiated learning, data, assessment, lesson
planning, instructional modeling, and effective use of resources.
Utilize data from state assessments, benchmark assessments, interim assessments, and other data
points to improve instructional effectiveness and student academic achievement.
Collaborate with school leadership teams to identify strengths and weaknesses in instructional
practices.
Provide individual, small group, and large group Professional Learning on topics related to
Professional Development and Job-Embedded Instructional Services as requested.
Provide job-embedded professional development for instructional staff in the MCCRS, including
but not limited to instructional coaching, data coaching, assessment coaching, lesson planning,
lesson modeling, differentiated instruction and scaffolding, HQIM implementation, and
identification of additional resources.
Provide coaching on the use of data to differentiate instruction for all learners to further implement
the Response to Intervention tiered approach to instruction.
4. TIMEFRAME
A contract shall be awarded to the vendor whose proposal is determined to be the most advantageous
to the South Delta School District, based upon price and the evaluation factors set forth in the
solicitation. The contract will become effective once approved by the South Delta School District Board
of Education and all parties sign the approved contract.
The total number of contractual days will be determined by the vendor’s cost per day and the availability
of Federal Funds as approved by the Mississippi Department of Education. A contract day shall be
defined as an eight-hour workday.
Services may begin immediately upon receipt of a signed, approved contract and must be completed
by May 8, 2026 at 3:30 PM CST. Invoices must be received by the District no later than May 15,
2026, at 4:00 PM.
5. VENDOR DELIVERABLES
The selected vendor must perform all tasks necessary to complete the project as described in the Scope
of Work Section. In addition to the Scope of Work requirements, the vendor must:
Meet with the principal each day to develop a plan of work for the day. The principal will be
responsible for determining the meeting time.
Work with instructional staff to build capacity as directed by the principal.

Use research and evidence-based best practices and strategies.
Debrief with the principal on each day of service.
Debrief with District administrators as requested by the Superintendent of Education.
Complete a Service Ticket at the end of each day while on the school campus.
Submit daily work reports to the principal, Federal Programs Office, and the Superintendent of
Education in a timely manner.
6. ACCEPTANCE OF PROPOSALS
The South Delta School District reserves the right, in its sole discretion, to waive minor irregularities
in proposals A minor irregularity is a variation of the proposal that does not affect the price of the
services, does not give one party an advantage or benefit not enjoyed by other parties, or adversely
impacts the interests of the District.
7. SELECTION CRITERIA AND PROCEDURES
All proposals received by the submission deadline will be evaluated using the selection criteria as
detailed below. Each proposal for services will be rated and ranked by a South Delta School District
Evaluation Committee.
One or several contracts may be negotiated with the vendor(s) whose proposal best meets the needs of
the South Delta School District, as determined by the Evaluation Committee.
The South Delta School District reserves the right to reject all proposals for services.

The vendor should propose its best and final cost offer in the proposal. The District, in its sole
discretion, may open negotiations with responsible vendors after the submission of the proposal and
prior to award. The District reserves the right to award without negotiations based upon written
proposals only.
8. EXCEPTIONS
The South Delta School District reserves the right to reject all proposals, to negotiate with the best
proposed vendor to address issues other than those described in the RFP, and to award a contract to the
lowest and best proposal if it is determined to be in the best interest of the District.
9. CONDITIONS OF PROPOSAL SOLICITATION
The release of the Request for Proposals does not constitute an acceptance of any offer, nor does the
request in any way obligate the South Delta School District to execute a contract with any vendor.
10. FORMAT AND PROCEDURE FOR DELIVERY OF PROPOSALS
The proposal shall consist of seven parts as follows:

Part IV: Program Narrative
Part V: Budget/Cost
Part VI: Personnel
Part VII: References/Resumes
The proposal shall be prepared with a 12-point font with single spacing; bound with no staples, clips,
or rubber bands. Each page of the proposal and all attachments shall be identified with the vendor’s
name.
Each copy shall consist of the seven parts as follows:
Part I is the Submission Cover Sheet, which is included and shall serve as the cover page of the
proposal. (1 page only).
Part II is the Vendor Certification and Acceptance page where the Vendor indicates agreement
with the terms and conditions as set forth in the solicitation. If the Vendor objects to any of the
