The Juvenile Crime Prevention Council having studied the needs of juveniles in the county hereby publishes this
Request for Proposals.
The North Carolina Department of Public Safety (NCDPS), Division of Juvenile Justice and Delinquency Prevention anticipates
annual funds in the above stated amount will be available for programs serving delinquent and at-risk youth beginning on or
after July 1, 2026.
Local match rate for JCPC funds required: 20%.
Based on identified needed programs and possible gaps in the service continuum, the following program types will
be considered for funding:
Mentoring Services
Restitution/Community Service
Services Addressing
Problem Sexual Behavior
Parent/Family Skill Building
Teen Court including
Group Home
Sentencing and Responsive Circles
Interpersonal Skill Building:
Psychological Assessments
Temporary Shelter Care
Gang Prevention & Education,
Violence Prevention& Education,
Social Skills Training
Vocational Skills
Family Counseling
Runaway Shelter Care
Experiential Skills
Home Based Family Counseling
Specialized Foster Care
Tutoring/Academic Enhancement
Individual/Group/Mixed
Temporary Foster Care
Counseling
Mediation/Conflict Resolution
Substance Abuse Counseling
Juvenile Structured Day
including Truancy Mediation,
Victim-Youth and Family Group
Conferencing, Responsive Circles
As a result of the Needs Assessment in the above named county, programs that reduce risk, address the needs of juveniles,
and increase protective factors will be considered for funding.
Elevated Risk and Needs for Court Involved Juveniles:
-High Risk Juveniles with Moderate High Needs -Prior Delinquent Referrals -Under 12 at First Referral
-Felony Referrals
-Weapon Offenses - Prior Detention Admissions -Person Crimes
-Prior YDC Placement -Family Criminal & Violent History -Out of Home Placements
-Runaway -Delinquent & Gang Association -Juvenile Mental Health Problems/Diagnosis
-Violence/Used Weapon/Assaultive/Serious Injury -Alcohol/Substance age 12-15 first use

*A pre-recorded grant-writing workshop is available. Interested applicants please request the recording

Only local public agencies, 501c3 non-profit corporations and local housing authorities will be considered
