The East County AWP JPA, hereafter referred to as the JPA, is seeking quotes from a qualified, competent and experienced consulting firm to assist in-house staff to provide insurance consulting and brokerage services for:

  • A JPA owned and operated East County Advanced Water Purification Project.

The services, that are more fully detailed under the scope of services, shall include:

  • Analyze and make recommendations on insurance coverage and risk financing options for the newly completed East County Advanced Water Purification projects.
  • Coverage to include JPA administration and oversight, daily operations and property insurance coverage.  Coverage does not include workers compensation.
  • Assist in the development of insurance specifications and competitively market lines of insurance
  • Provide updates and advice to the JPA on any legislative or industry trends that would affect its insurance program(s) or risk exposures.

This invitation to submit a proposal is NOT an authorization to approach any insurance market or insurance providers.   The JPA specifically directs that no solicitation of insurance markets or insurance providers be made on behalf of the JPA.

Submittals shall be submitted in sealed packages with the following information clearly marked on the outside of each package:

  • Name of proposer
  • The words "PROPOSAL – INSURANCE BROKERAGE SERVICES"
  • Title indicating specific Contractor

All questions regarding this request for proposal shall be submitted in writing, prior to noon, PST, on February 6, 2026. Instructions
Delivery of Proposals: Proposals, subject to Instructions, General Conditions and any special
considerations set forth herein, will be received at the Padre Dam Municipal Water District’s
Customer Service Center until the proposal closing date and time indicated herein for furnishing
the JPA with services as detailed in the following request for proposal.
Proposal Closing: All proposals shall be delivered before 4:30 pm PST on February 26,
2026.
The JPA will not accept proposals received after 4:30 pm and will return late proposals to
the Offeror. No Fax or electronic transmitted proposals will be accepted.
Submittal of Proposals: The proposal and copies of the proposal shall be submitted as
follows:
One executed hard copy original, clearly marked on the cover.
One electronic format indexed Adobe PDF file on a USB flash-drive.
o The PDF file shall be formatted to be read electronically and to easily
accommodate color printing on standard page sizes of 8.5-inches by 11-inches
and 11-inches by 17-inches. This file must not be use-restricted or password
protected. If there is a conflict between paper and electronic copies of the
Proposal, the JPA, in its sole discretion, shall determine which version shall
control and take precedence.
Six additional comb-bound hard copies of the proposal.
Proposals shall be submitted in sealed packages with the following information clearly
marked on the outside of each package:
o Name of Proposer/Respondent
o "Proposal - East County AWP Insurance Brokerage Services"
o Title indicating specific insurance brokerage firm.
If you have obtained this proposal document from a source other than direct mail, please
check with our office prior to submitting your proposal to ensure you have a complete
package. The JPA can’t be responsible for providing addenda if we do not have you on the
vendor list for this proposal.
Guidelines for Written Questions: All questions regarding this request for proposal shall be
submitted in writing, prior to noon, PST, on February 6, 2026. All questions must be e-mailed
to the attention of Paul Clarke, Director of Operations & Water Quality at pclarke@padre.org.
The JPA plans to prepare addenda if, and as, needed to clarify the RFP to respond to any
Proposer questions or comments received in a timely manner to assist Proposers in preparing
Proposals.
In the event it is necessary to revise any part of this RFP, written addenda will be posted on the
JPA’s website. Any addendum to this RFP is valid only if in writing and issued by the JPA. Verbal
conversations or agreements with any member of the management team, board of directors,

agent, or employee of the JPA’s Administrator which modify terms or obligations of this RFP are
invalid.

Background Information:
Padre Dam Municipal Water District traces its organizational origins to 1955 with the formation
of the Rio San Diego Municipal Water District. In 1976, voters approved the merger of the Santee
County Water District (established in 1956) into Rio San Diego, creating the Padre Dam Municipal
Water District as the surviving agency. Padre Dam continues to use 1955 as its official founding
date.
In November 2019, Padre Dam Municipal Water District (Padre Dam), the City of El Cajon, and the
County of San Diego (County) established a Joint Powers Authority (JPA) to implement the East
County Advanced Water Purification (AWP) Program. The AWP Program is a collaborative public
agency effort to create a new, local, droughtproof drinking water supply by purifying East
County’s recycled water using advanced treatment technologies. Once operational, the program
will diversify the region’s water portfolio, reduce reliance on imported supplies, and is expected
to produce up to 30 percent of East County’s current drinking water demand. Padre Dam is the
contracted Administrator and Operator of the AWP facilities for the JPA.
Construction of the AWP facilities is scheduled for staged completion beginning in June 2026 and
continuing through June 2027. Initial operations are anticipated to introduce approximately six
million gallons per day of purified water into the regional distribution system. Total insurable
property values for the program are currently estimated at $600 million.

Insurance coverages for the AWP Program will include protection for JPA Board Members, general
and pollution liability associated with facility operations and water and wastewater conveyance,
and property insurance for program assets. Workers’ compensation coverage is not being
considered at this time.
Proposed Scope of Services
1. Analyze the Advanced Water Purification facilities and operations exposures for risk
exposure and insurance coverage considerations.
2. Meet with the Administrator’s staff to commence and discuss the methodology of the
marketing process, provide a detailed outline and timeline that identifies the information
required by the underwriters and samples of information required, and copies of the
underwriting applications, if available. The timeline should identify when coverages are
required to be in place and the steps required to achieve coverage by said dates. Provide
frequent (no less than bi-weekly) updates to timeline as required
3. Lines of insurance for review/placement consideration: General/excess liability, property
insurance, pollution liability and errors and omissions
4. Competitively market general/excess and specialty lines of insurance beginning in the
month of TBD and identify all markets contacted for each line of coverage.
5. Identify any coverage gaps, uninsured and inadequately insured risks that the underwriting
review discloses and recommend ways to mitigate the risk throughout the marketing and
placement process.
6. Provide underwriting applications via Microsoft Word or compatible read/write format
electronically.
7. Provide market indications for lines of insurance by May 1, 2026, or sooner, including
premium costs, taxes, and any additional fees and describe the claims reporting feature of
each policy, discuss the advantages and disadvantages and potential impacts on the JPA.
8. Provide final quotes including premium costs, taxes, and any additional fees by May 14,
2026 for the AWP JPA. It is critical that these quotes are available to support formal
presentation to the Board of Directors on May 21, 2026. Insurance coverage needs to be
effective no later than June 1, 2026.
9. Provide a summary page for each policy and identify the carrier, policy term, premium,
liability limit, deductible, exclusions, and brief description of the policy coverage.
10. Provide a written report upon completion of marketing efforts that identifies all markets
contacted with their responses, the selected carrier, the total premium (including taxes and
fees) for each line of coverage, and the basis of the recommendations.
11. Monitor the insurer’s financial solvency and advise the Administrator of any change that
would affect the JPA’s insurance program.
12. Immediately advise the Administrator of any finance, insurance industry, legislative or
regulatory changes that may affect its risk exposures and insurance.
13. Respond to all Administrator inquiries within the same day or before the close of business
the next business day via email or telephone.
14. Upon request -assist with construction contract or professional services contract review and
provide feedback as needed for risk or insurance considerations
15. When needed, request and draft insurance manuscript for endorsements and review
coverage documents for accuracy.
16. Introduce new products that may be relevant to the Administrator prior to the placement
for the upcoming policy year.
