Town of Lincoln, Massachusetts Seeks Proposals for Energy Management Services
The Town of Lincoln, Massachusetts, invites qualified responders to submit proposals for Energy Management Services to provide professional expertise and develop energy management plans, municipal decarbonization plans, as well as all other deliverables. This Request for Proposal (RFP), and any subsequent contract for the services, is hereby issued in accordance with M.G.L. c. 30B. The contract will be for a twelve-month duration, with two additional option years anticipated, beginning on or about September 5, 2025. This work is being funded by the MassSave Energy Manager Grant Program.

Written responses, if any, will be in the form of addenda to this RFP and will be posted no later than 12 noon on August 14, 2025 on the Town website and emailed to all companies and individuals on record as having requested the RFP.

Qualifications:

A minimum of three years of experience in energy management services, including the development of decarbonization plans and associated financial analysis.

Special Requirements:

PROPOSAL EVALUATION PROCEDURE
1. The Chief Procurement Officer (CPO) shall review all proposals for minimum qualifications.
2. The CPO will then designate an evaluation team to review qualified Technical (non-price) Proposals according to the comparative criteria contained below.
3. Once evaluations are complete, CPO will aggregate all scores and rank all responses.
4. The CPO will invite the top 4 ranking responses for virtual interviews.
5. The evaluation team, including the CPO, will interview all finalists and re-rank all finalists from most advantageous to least advantageous to the town.
6. The CPO shall open and review price proposals and negotiate a contract with the highest ranked finalist who proposes a price within the Town’s budgeted amount. The Town reserves the right to reject any and all proposals if such rejection is in its best interest.
