SH 146 AT 10TH ST ART STRUCTURAL BASE PROJECT

Notice is hereby given that the City of Seabrook is soliciting applications from eligible and qualified institutions within the State of Texas for the following:

Sealed Request for Qualifications for the City of Seabrook’s SH 146 AT 10TH ST ART STRUCTURAL BASE PROJECT, Seabrook Project No. 2026-12 will be received until 2:00 PM on July 21, 2026 by the Purchasing Coordinator, Rebecca Howton, 1700 1st St., Seabrook, Texas 77586. Statements of Qualification must be received and time stamped by the Purchasing Coordinator prior to the aforementioned time, when they will be publicly opened at Seabrook City Hall. No late SOQ’s will be accepted. RFQ documents may be obtained   from the city website at www.seabrooktx.gov , through Public Purchase at www.publicpurchase.com , or through at www.civcastusa.com .

SOQs may also be submitted electronically through Public Purchase.  To submit an SOQ electronically, an account will need to be created in Public Purchase, and then RFQ 2026-12 can be accessed for electronic submission.  Electronic SOQs must be submitted before the 2:00 PM deadline on July 21, 2026.   Please visit https://www.publicpurchase.com/gems/register/vendor/register to register or login with Public Purchase.

The intent of this Request for Qualifications (RFQ) is to identify and select an engineering firm with demonstrated expertise in coastal structural design, flood-resilient foundations, and infrastructure or public art installations located within transportation rights-of-way. The selected firm will work collaboratively with the City, project stakeholders, the sculpture artist/fabricator, and TxDOT as necessary to develop a structural base design that safely supports the artwork while meeting all applicable local, state, and federal codes and standards.
