Project Background
The corridor study proposes to assess Trunk Highway (TH) 210 from Fergus Falls to TH 71 for potential
intersection safety improvements, shoulder widening and other safety recommendations.
This study will assess, traffic operations, bike/pedestrian accommodations, safety, future developments,
intersection safety improvements, and environmental considerations.
The study termini are I-94 to the intersection with TH 78. The adjacent land use along these corridors consists
mainly of Agricultural with some General Commercial, and Light Industrial uses. There is a future resurfacing
project from I-94 to TH-71 (State Project [SP]8406-24 in 2032).
The study includes four emphasis areas:
1. Intersection safety improvements on TH 210 and County State Aid Highway (CSAH) 82 in Fergus Falls
2. Intersection safety improvements on TH 210 and CSAH 35 in Underwood
3. Intersection safety improvements on TH 210 and TH 78 in Battle Lake
4. Potential shoulder widening from TH 29 to TH 71
Concept layouts, typical sections and preliminary cost estimates will be developed as part of this study.

Work Tasks
Task 1: Project Management and Coordination
The Contractor will manage the contract, including preparing progress reports, documenting travel and expense
receipts, and submitting invoices. The Contractor will prepare and provide miscellaneous project
correspondence, scheduling, and budget management necessary for expediting work products, and project
decision-making. Schedule updates will be required on a regular basis. The Contractor will prepare and provide a
project schedule showing work and time (durations and completion dates) required to complete the contract.
Periodic schedule updates will also be provided upon request. This work also includes all functions for meetings
such as preparing meeting agendas and handouts, leading/facilitating meetings, including preparing all
presentations and visual aids and recordings. The contractor will be responsible for organizing and the

coordination of the contract management details. The State estimates an 18-month study schedule beginning in
January 2026.
1. A Project Management Team (PMT): The Contractor will prepare for and conduct 9 meetings.
a. 9 PMT Meetings (virtual)
Task 1 Summary of Contractor Deliverables
1. Develop a project schedule and provide updates as needed
2. Budget and plan for 9 for PMT meetings
Task 2: Public Involvement
1. Contractor will conduct Study Review Committee (SRC) Meetings. The SRC must meet for a minimum of
(3) meetings the planning process. The project team will work with the State to determine the members
of the SRC.
2. Contractor will conduct Public Input meetings. A minimum of (2) Public Input Meetings must be held
throughout the planning process. The first meeting should be held to introduce the project to the
public; review existing project corridor conditions with the public; and request input from the public on
the project corridor’s issues/needs. The second public meeting should be held after the study
alternatives have been developed and evaluated to collect public input on the proposed study. All
information must be in a digital accessible format.
3. Contractor will develop a one-page Project Introduction Flyer that will explain the purpose, and status
of the project.
4. The contractor will prepare invitations to the first and second public input meeting. The Contractor will
provide the content for advertising and promoting the kickoff meeting. The Contractor will be
responsible for creating and distributing the outreach content utilizing the addresses and stake holders
identified by the State and the cities noted above. The Contractor will develop an interactive online
map. This will give people an opportunity to share their thoughts on the corridor, including how they
currently interact with the trunk highway. Facilitate up to three SRC three meetings.
Contractor will develop and deploy an online survey to gather input on issues and opportunities associated with
the project
Information will be housed on an ADA accessible website. The State will host and maintain the website, post
content produced by Contractor and share analytics with Contractor.
The Contractor will develop a public involvement memo that summarizes the public involvement process, and
the overall themes collected.

Task 3: Data Collection and Base Mapping
The Contractor will obtain, collect, and organize necessary existing conditions data to develop other tasks,
including design concepts. This will include reviewing relevant existing plans and studies, data provided by the
State, and other data to inform alternatives.
1. Provide a Data request memo
2. Prepare Memorandum #2: Existing and Future conditions
3. Develop a basemap of existing and future as-built conditions
4. Maps depicting the Trunk Highway ROW
5. Desktop review of Social, Economic, and Environmental (SEE) Conditions
Task 3 Summary of Contractor Deliverables
The Contractor will gather information to inform the existing conditions task (Memorandum #2). This data may
include the following:
1. 5-year Crash data (provided by State’s crash data tool, MnCMAT2)
2. Current and Historic traffic volume date (Annual Average Daily Traffic [AADT] and Heavy Commercial
Annual Average Daily Traffic [HCAADT])
3. Aerial Photos (summer of 2025)
4. Alignments
5. Geometrics
6. Survey data (existing)
7. Previous plans with typical sections for each segment
8. Site conditions, obstacles, obstructions, etc.
Photos where needed
9. Traffic operations
10. Bicycle and pedestrian accommodations including sidewalks, trails, and treated crossings.
Lighting
11. Existing and future public and private access conditions, including public streets intersections,
service/frontage roads, private driveways, shared access, and cross access.

13. Existing utilities (city will provide existing data on city utilities)
14. Bike and Ped heat map
15. Freight designation data from State’s Office of Freight and Commercial Vehicle Operations
The Contractor will develop a data request memo for the State to obtain data necessary to complete the full
picture of existing conditions.
The Contractor will perform turning movements counts at the following intersections:
1. TH 210 and CSAH 35 in Underwood
2. TH 210 and CSAH 82 in Fergus Falls
3. TH 210 and TH 78 in Battle Lake
The Contractor will perform a Synchro traffic analysis of peak hour existing conditions at the following
intersections:
1. TH 210 and CSAH 35 in Underwood
2. TH 210 and CSAH 82 in Fergus Falls
3. TH 210 and TH 78 in Battle Lake
The Contractor will prepare Intersection Control Evaluation (ICE) reports utilizing the current version of the
Minnesota Intersection Control Evaluation Manual at the following intersections.
1. TH 210 and CSAH 35 in Underwood
2. TH 210 and CSAH 82 in Fergus Falls
3. TH 210 and TH 78 in Battle Lake

Task 4. Develop recommendations for roadway and intersection safety
improvements
The Contractor will incorporate all the previously mentioned dates, future land-use plan, and development plans
to conduct 10-year traffic forecasting. The traffic forecast should include future traffic generators including
commercial, residential developments.
The Contractor will include these traffic forecasts developing short and long-term recommendations for
roadway and intersection safety improvements, frontage roads, and access management to meet the future
travel demand. In addition, the contractor will provide detailed concepts for a roundabout at the intersection of
TH 210 and Viking Trail in Underwood and costs estimates for shoulder widening from TH 29 to TH 71.
Recommendations will include concepts; high-level costs estimates and timelines. The Contractor will also meet
with State’s District 4, Otter Tail County and the cities of Fergus Fall, Underwood, and Battle Lake.
Task 4 Summary of Contractor Deliverables
1. Develop traffic forecast to include future development within the project termini
2. Provide a written summary of the safety analysis, including visually present relevant data and findings
3. Recommendations for up to (2) short- and (2 long-term improvements for the TH ROW and the
intersections mentioned under task 3 to meet the traffic forecast provided by the district.
4. Concepts, and high-level cost estimates for the recommendations
5. Detailed concepts and cost estimates for a roundabout on TH 210 and Otter Tail County Road 35 in
Underwood, Otter Tail County Road 82 in Fergus Falls, and TH 78 in Battle Lake.
6. Cost estimates for shoulder widening along TH 210 from TH 29 to TH 71.
Task 4.1 Develop Access management recommendations
The Contractor will conduct a high-level analysis of access management on TH 210 and provide access
management recommendations for roadway and safety improvement. Access management assessment will
focus on the following roadway segments:
1. Near Wahl Lake
2. Within Underwood city limits
3. Within Battle Lake city limits
4. Within Vinning city limits
5. Within Clitherall city limits
