Build-Ready Program BESS RFI

Description of goods to services to be bid:

NYSERDA’s Build-Ready Program advances renewable energy and energy storage projects on underutilized land, such as brownfields, landfills, and abandoned or existing commercial and industrial sites. Working with local partners and stakeholders, Build-Ready identifies and de-risks projects by carrying out design, engineering, environmental, permitting, and electric grid interconnection activities, as well as developing project host community benefit packages. The Build-Ready Program runs competitive solicitations to transfer projects to private developers for final design, financing, construction, ownership, and operation. While the Program has focused primarily on Large-Scale Renewable (LSR) projects, Build-Ready also has the authority to develop stand-alone Battery Energy Storage System (BESS) projects. With this purpose in mind, Build-Ready is seeking feedback on the program’s potential role in the energy storage market by issuing Request for Information (RFI) BRRFI25-2.

Eligibility/Qualifications Requirements/Preferences:

Given the Program’s mandate and restrictions, the purpose of this Request for Information (RFI) is to invite external stakeholders to review and comment on a series of questions related to Build-Ready’s potential role in the energy storage market. The RFI will help the program determine:

• What value the Build-Ready Program can bring to the energy storage market.
• Which sites and development tasks the Program should prioritize.
• How far the Program should take sites through development.
• When the program should offer sites for sale via a competitive Request for Proposal (RFP).
