UH-72A Helicopter Performance-Based Logistics Support

The Naval Air Warfare Center Aircraft Division (NAWCAD) has awarded a Firm Fixed Price (FFP) contract for commercial Performance Based Logistics (PBL) services to support five (5) Commercial Derivative UH- 72/EC-145 helicopters owned by the U.S. Naval Test Pilot School (USNTPS). This includes Organizational (O), Intermediate (I), and Depot (D) level maintenance, as well as all touch labor for ground support and ground handling equipment (e.g., ground handling wheels, maintenance stands, towbars).

The contract also includes logistics support (e.g., replacement parts, spares, and consumables) required for continued aircraft operation, as well as sustaining engineering for emergent repairs, upgrades, and modifications based on engineering analysis, and integration of USNTPS-directed changes.

This sole-source acquisition was conducted under the authority of Title 10, U.S.C. Section 3204(a)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." This determination is documented in the Justification and Approval (J&A) number 24-0147, dated 27 June 2024. A redacted version is attached to this announcement.
