THIS IS A SOURCES SOUGHT AND REQUEST FOR INFORMAITON ONLY. THIS IS NOT A SOLICITATION, NOR A REQUEST FOR PROPOSALS/QUOTES. NO CONTRACT WILL BE AWARDED FROM THIS SOURCES SOUGHT AND REQUEST FOR INFORMATION SYNOPSIS. THIS NOTICE IS BEING POSTED FOR MARKET RESEARCH PURPOSE ONLY TO IDENTIFY POTENTIAL SMALL AND LARGE BUSINESS WHO MY BE ABLE TO PROVIDE THE GOVERNMENT SEAFOOD SERVICE REQUIREMENT.



RESPONSES ARE FOR INFORMATION ONLY AND SHALL NOT BE USED AS AN OFFER OR PROPOSAL.



DeCA commissaries are Government-owned and operated facilities designed to operate similar to commercial retail supermarkets, providing food items and other merchandise for resale to active-duty and retired military, and their families at a cost savings compared to the same or similar products sold in the commercial retail markets.



The Defense Commissary Agency (DeCA) is seeking potential sources and information in anticipation of a requirement to provide the aquisition and delivery of a variety of fresh and frozen, random-weight, retail ready seafood to be used for resale purposes for 12 Defense Commissary Agency (DeCA) commissary locations.



The locations are:



Andrews JB , Bolling JBA, Fort Belvoir, Fort Eustis, Fort Gregg-Adams, Fort Meade, Mayport NS, McGuire AFB, Langley JB, Little Creek Navphibase, Norfolk NAVSTA, and Quantico MCB.



If interested, answer the following questions and submit with your written response:




  • Describe your firm’s experience with providing acquisition and delivery service of seafood items. Include your firm’s experience in buying, selecting product assortment, pricing, order processing, inventory management, and delivering fresh seafood to commercial grocery stores and/or U.S. government agencies.

  • Please describe your company’s procurement process of importing and/or local sourcing. And your company’s sustainability program. Does it meet the NOAA standards listed here: Sustainable Seafood | NOAA Fisheries

  • Does your company import seafood? If so, would you be able to provide the Country of Origin (COO) of products?

  • Please provide your logistical support capabilities and delivery schedule capabilities.

  • Do you currently have access to military installations? If not, do you know the requirements needed to gain access?

  • Can you provide web-based ordering? If so, please provide a link to your current ordering website and a sample login for review. If not, provide alternate options to web-based ordering.

  • What is the order placement time and any adjustment cutoff time?

  • What additional support can you provide the stores? Can your company support in-store special events, such as seafood roadshows, demos, sampling, etc.

  • Describe your company’s methodology used in your quality program that ensures the stability of the products in order to deliver fresh seafood of the highest quality and freshness.

  • Should you be awarded, what is your plan to prevent out of stocks? If you do not have the product available for delivery, how will you fill that order?

  • Will assortment provided to DeCA be comparable to the assortment our competitors outside the military installations? If not, what will not be provided and why?





All seafood products will be procured only from Government approved sources. Approved sources are those approved by the U.S. Army Public Health Command (APHC) and posted on the APHC website.

h. A short statement or a description of past or current seafood Government or Commercial contract or service that shows the necessary skills to successfully perform the aquisition and delivery of a variety of fresh and frozen, random-weight, retail ready seafood to be used for resale purposes.



i. Interested in providing acqusition and delivery seafood service for all 12 commissary locations? If not, please provide locations of interest.
