The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation.
If a solicitation is issued it shall be announced at a later date, and all interest parties must response to that solicitation announcement separately. Responses to this notice are not a request to be added to a prospective quoters list or to receive a copy of the solicitation.
The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 335210, (Small electrical appliance manufacturing) with a size standard of 1500 employees. The Veterans Benefits Administration (VBA) New Orleans Regional Office (NORO), New Orleans, is seeking to identify any vendor capable of providing appliances per the Statement of Work below.
This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement described below. Vendors are encouraged to submit information relative to their capabilities to fulfill this requirement, in the form of a statement that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy.
Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 11:00am EST, on May 29th, 2025. All responses under this Sources Sought Notice must be emailed to Craig.Harris@va.gov with RFQ # 36C10D25Q0102 in the subject line. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
Interested parties should complete the attached Sources Sought Worksheet. Parties may submit additional information related to their capabilities, provided it contains all the requirements contained in the Sources Sought Worksheet. Responses to this Sources Sought shall not exceed 8 pages. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe PDF format.

STATEMENT OF WORK (SOW)
Appliances

1. Introduction

This Performance Work Statement (SOW) outlines the requirements for the acquisition of kitchen appliances for the Regional Office in New Orleans located at 1250 Poydras Street, New Orleans, Louisiana 70113. The appliances will support employees who bring their meals to work, particularly those with strict dietary needs who cannot rely on local dining options.

2. Background

The Regional Office requires reliable kitchen appliances to ensure that employees have access to proper food storage and heating facilities. The intended use of these appliances is to refrigerate and freeze food, as well as to heat meals during lunchtime.

3. Objectives

The primary objectives of this acquisition are to:

- Provide appliances that effectively refrigerate and freeze food items.
- Allow employees to heat their meals safely and efficiently.
- Ensure that all equipment is user-friendly and meets the dietary needs of employees.

5. Performance Standards
Quality Assurance: Appliances must meet or exceed manufacturer specifications and industry standards.
All units must be new and include a warranty for parts and labor for a minimum of one year.

Installation and Testing:
The contractor shall install all appliances in the designated kitchen area and ensure they are fully operational.
A test of all appliances will be conducted to ensure functionality upon installation.

6. Deliverables

- A detailed project plan, including timelines for delivery and installation.

7. Period of Performance

The period of performance for this contract shall commence upon the award date and continue until the successful installation and operational status of all appliances, not to exceed 60 days.

8. Responsibilities
Contractor:

Government Personnel:
Responsible for providing access to the installation site and necessary utilities (electricity, water) for the appliances.

9. Government-Furnished Equipment/Information

No government-furnished equipment or information will be necessary for this acquisition.

10. Safety and Compliance

The contractor shall ensure that all appliances comply with relevant safety and health regulations, including electrical safety standards.

11. Evaluation Criteria

The selection of the contractor will be based on:
- Compliance with technical specifications.
- Warranty and service offerings.
