Engineering Services – Gero Park Multipurpose Court Resurfacing

The Township of Millburn is soliciting qualifications for professional engineering services relating to the resurfacing and renovation of the existing multipurpose court located in Gero Park, Millburn, New Jersey.
The Township is seeking qualified engineering firms to provide design, evaluation, bid assistance, and construction administration services for the improvement of the existing court surface. The Township is considering multiple resurfacing options including, but not limited to, asphalt resurfacing, post-tension concrete construction, or an overlay system applied to the existing surface, depending on site conditions and overall construction costs.
Request for Qualifications (RFQ) response shall be received by the Director of Recreation & Parks no later than Friday, July 17, 2026. Electronic submissions are acceptable and physical copies are not required. The existing multipurpose court at Gero Park was last resurfaced in 2010, with minor crack repair work completed in 2016. The facility is heavily utilized by the community and supports multiple recreational activities including hockey, pickleball, lacrosse, basketball, and volleyball. The Township is seeking engineering services to evaluate the existing conditions, provide recommendations for the most appropriate resurfacing solution, and develop construction documents necessary for implementation.
The selected engineering firm may be responsible for, but not limited to, the following services:
Respondents should provide a statement of qualifications, proposed flat fee (and/or hourly rates), anticipated project team, and past experience with similar recreational facility improvements, athletic court resurfacing projects, and municipal projects of a similar nature. Respondents should also identify experience with asphalt court systems, post-tension concrete courts, and resurfacing/overlay applications.
Respondents shall comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17-27. At the time of response to the RFQ, the Respondent must be registered under the New Jersey Business Registration Act.
The most advantageous responses, based on qualifications, experience, pricing, and other relevant factors, as determined through standard evaluation criteria, will be considered for recommendation for award.
The Township of Millburn reserves the right to reject any and all submissions and to waive any informalities or irregularities in the RFQ process.
