To establish a robust list of artists, CCT DOT will be

accepting paper and digital Statements of

Qualifications and remove the requirement of using

the InfoTech Bid Express platform during this Call for

Artists.

Please send or hand deliver paper copies or email electronic packet responses. Fill out a

response by answering the questions in the RFQ, provide photos of your art formats, and:

I. COLVILLE CONFEDERATED TRIBES BACKGROUND

The Confederated Tribes of the Colville Reservation (Tribes) is a Sovereign Nation.

Presidential Executive Order established the Colville Indian Reservation in 1872, with a

land base of approximately 1.4 million acres located in North Central Washington State.

The Administrative Headquarters are located at the Colville Indian Agency Campus,

approximately two miles south of Nespelem, Washington.

The Colville Confederated Tribes Department of Transportation (CCT DOT) plans,

constructs, and maintains transportation infrastructure throughout the Colville Indian

Reservation, including roads, bridges, trails, pathways, and related facilities. Public art

integrated into transportation projects enhances safety, wayfinding, community identity,

and the overall quality of public spaces.

II. DESCRIPTION OF RFQ

The Tribes are requesting Statements of Qualifications (SOQs) from professional artists

and artist teams interested in creating public art associated with transportation

infrastructure projects on the Colville Indian Reservation.

This RFQ is intended to establish a qualified artist roster for future transportation-

related art opportunities. Projects may include, but are not limited to:

 Bridges and bridge approaches

 Roundabouts and traffic circles

 Shared-use pathways, sidewalks, and trails

 Transportation corridors, gateways, and wayfinding elements

 Transit-related facilities

Selection to the qualified roster does not guarantee award of a project. Artists on the

roster may be invited to participate in project-specific selections, interviews, or design

phases as individual transportation projects are developed.

III. ARTISTIC GOALS AND CONSIDERATIONS

Transportation infrastructure art projects are intended to:

 Enhance public safety, visibility, and orientation

 Reflect community identity, culture, history, and environment

 Integrate artistically with functional transportation design

 Withstand environmental exposure and high-traffic conditions

 Minimize long-term maintenance requirements

Artists should demonstrate the ability to work collaboratively within multidisciplinary

project teams that may include engineers, planners, architects, construction staff, and

community representatives.

IV. GENERAL SCOPE OF WORK

Specific scopes of work will vary by project. Selected artists may be asked to:

 Participate in coordination meetings and site visits

 Develop site-responsive artistic concepts

 Prepare conceptual designs and revisions

 Coordinate with project stakeholders and technical staff

 Fabricate and install approved artwork

 Comply with applicable safety, access, and construction requirements

 Provide documentation and maintenance recommendations

V. ELIGIBILITY

This RFQ is open to:

 Professional artists and artist teams

 Artists with experience in public art, large-scale work, or infrastructure-related

environments

 Artists legally able to enter into contracts with the Confederated Tribes of the

Colville Reservation

 Some art projects may include additional business requirements to

accommodate State or Federal funding sources.

Tribal Member artists, Indian-owned businesses, local, and regional artists are

encouraged to apply.

VI. SUBMISSION REQUIREMENTS

Statements of Qualifications may be submitted electronically to

deborah.lacombe.dot@colvilletribes.com brought to Department of Transportation

office at 23 San Poil/Nespelem Street in the agency area, or mailed to CCT DOT,

P.O. Box 150, Nespelem, WA, 99155, and shall include the following:

1. Artist or Team Information

o Artist or Firm Name

o Primary Contact Name

o Mailing Address

o Phone Number

o Email Address

2. Letter of Interest / Statement of Qualifications

o Brief narrative describing relevant experience and interest in

transportation infrastructure art

3. Artist Statement

o Description of artistic approach and experience working in public or

functional spaces

4. Resume or CV

o One to two (1–2) pages per artist or key team member

5. Portfolio

o Eight to fifteen (8–15) images of completed work

o Include an image list with title, year, medium, location, and brief

description

6. References

o Two to three (2–3) professional references with contact information

A packet must be filled out in its entirety to be considered completed when

submitted No additional forms, checklists, certifications, licenses, pricing, or

insurance documentation are required at the RFQ stage.

VII. SELECTION PROCESS AND EVALUATION CRITERIA

Statements of Qualifications will be reviewed by a selection panel. The panel may

include representatives from transportation, planning, arts, and community

stakeholders.

Evaluation criteria may include:

 Artistic quality and strength of portfolio

 Relevant experience with public art or infrastructure-related projects

 Ability to collaborate with multidisciplinary teams

 Understanding of durability, safety, and site constraints

 Responsiveness to community and cultural context

VIII. TERO AND CONTRACTING REQUIREMENTS (NOTICE

ONLY)

Project-specific contracting requirements, including Tribal Employment Rights

Ordinance (TERO) compliance, Indian Trader’s License, and other regulatory

requirements, will be identified and applied at the time of project award, if applicable.

IX. INSURANCE (NOTICE ONLY)

Insurance coverage is not required at the RFQ stage. Artists selected for specific

projects will be required to obtain and maintain insurance appropriate to the scope of

work prior to execution of a contract and commencement of on-site activities.

X. CONFLICT OF INTEREST AND DEBARMENT

Respondents must disclose any actual or perceived conflicts of interest. Certification

regarding debarment and suspension may be required prior to contract award,

depending on the funding source.
