Ques7on 1: Received on 6/3
On the cover of the RFP (and your email below), you men7on that the bid is due by 3pm PST on
6/26/2026. In sec7on 1.06 on page two, it says that proposals must be submiQed no later than
3pm on 6/29/2026, so I wanted to reach out for confirma7on on the official bid due date?
Answer Q1: The bid is due by 3pm PST on 6/26/2026. The reference to the date in sec7on 1.06
is an error.
Ques7on 2: Received on 6/8
The requirement to provide a performance bond can be a barrier for us. I haven't seen that in
other design services agreements. It's something I'd expect in a construc7on contract. Is that
standard for the Colville Confederated Tribes, and do you an7cipate it being required moving
forward?
Answer Q2: The Colville Confederated Tribes require do require a performance bond for
construc7on contracts. Sec7on 2.08 Retainage/Performance bond was included in the RFP in
error, and may be ignored when wri7ng your bid.

3.03 Required Informa7on, J. Detailed Cost Proposal: Should this sec7on just include staff rates
and general expense rates? Or are should we include a price range for each service listed?
Answer Q3: We are more interested in the per hour price rates (as listed on the Bid sheet) vs the
service rate, because it is very hard to predict what service may be requested of the contract
awarded firm.

Regarding AQachment, A. "Proposal Cover Page": TOTAL ESTIMATED PRICE OF SERVICES: Should
we list Not Applicable for the es7mated price of services?
Answer Q4: Lis7ng "not applicable" in the es7mated cost of services in AQachment A, is
acceptable.

Sec7on 4.02 allocates up to 10 points for Costs from the Bid Sheet. Can you please clarify the
methodology that will be used to score cost proposals? For example, will the lowest-priced
proposal receive the full 10 points with other proposals scored propor7onally, or will cost be
evaluated using a different best-value approach?
Answer Q5: Generally, each criterion is scored independently. However, the cost vs. the
experience, knowledge, skills of personnel that would be developing the requested product will
be considered.

Given that this solicita7on is a qualifica7ons-based selec7on without a defined scope of work,
could you clarify how cost will be evaluated and weighted, given that billing rates alone may not
accurately reflect overall project value, efficiency, or approach?

Sec7on 2.14 references Indian Preference in Contrac7ng and compliance with TERO and Indian
Preference requirements. Can you please clarify whether there is a minimum percentage of
work that must be performed directly by the prime contractor, par7cularly for Indian-owned
firms claiming Indian Preference?
Answer Q7: For Indian-owned firms, the firm has to be majority-owned (51% or more) by a
Tribal member.

Answer Q8: Our inten7on will be select a single consultant.

Is prior experience with Colville a scoring factor?
Answer Q9: No it is not.
Ques7on 10: Received 6/15
We wanted to clarify the intent of the aQached Bid Excel sheet. Is it intended to fulfill or inform
the Detailed Cost Proposal requirement outlined in the RFP? We want to make sure we're
approaching the cost proposal appropriately, recognizing that some details - scope, loca7on,
and 7ming of future work - may not yet be defined at this stage.
Answer Q10: Detailed cost is aQributed to personnel, experience, skill set, etc. Recognizing that
there will not be a proposed project, associated scope of work un7l the firm is contacted.

The RFP specifies a 30-page limit for proposals (p. 2). Can you please advise if any proposal
elements are exempted from that page count (i.e., resumes, 7tle page, table of contents,
transmiQal leQer, etc.)
Answer Q11: This 30-page limit is intended as an upper bound, it can include all resumes, table
of contents, leQer, etc. We leave it to the bidder to decide what they would like to priori7ze, but
please do not surpass the 30-page limit, less than 30 pages is acceptable and desirable.

Considering this solicita7on is related to on-call services, how would you like us to approach the
required cost proposal (3.03 Required Informa7on Point J)?

Answer Q12: The cost would be the hourly rate of staff that would likely be responding to a
request for design, survey, etc. Please fill out the bid sheet as accurately as possible.

The descrip7on of proposals sought briefly men7ons a structural engineering component,
though this isn't necessarily required for the types of engineering design referenced in the RFP
(e.g. stream restora7on, large and small wood, bank stabiliza7on). That said, is it required to
have a licensed structural engineer on the project team?
Answer Q13: It is not required but it could be useful to have one available. At 7mes we have
installed bridges or culverts to facilitate fish passage, which did require a structural engineer, for
example.

I wanted to verify that the Indian Preference and TERO cer7fica7on will be applicable to this
RFP?
Answer Q14: yes, Indian preference and TERO cer7fica7on will be factors considered when
scoring.

In Sec7on 3.02 Scope of Work, please provide clarify to Task 8 "Provide support as needed for
permipng related ancillary datasets and field technical ques7ons.": What kind of permipng
support are you looking for?
Answer Q15: Depending on the permit in ques7on there are several possible needs that may
arise. The purpose of this RFP is to be as broad with our poten7al requests as possible, in that,
we aren't sure exactly of what might be requested of the contract recipient. Basic riverine and
riparian landscape metrics (area, flow, depth, reach type) are oqen requested as part of many
permits, and at 7mes these ques7ons require skilled GIS work, or field proofing to confirm.

In Sec7on 3.02 Scope of Work, please provide clarify to Task 9 "Conduct field surveys to collect
data in support of exis7ng or poten7al future projects.": Does this include engineering land
surveying (e.g., topographic surveying)?
Answer Q16: Yes, this is a possible request that might be asked of the awarded recipient. Having
the capacity/capability will make for a more compe77ve bid.
