GRAND RIVER DAM AUTHORITY
GRAND RIVER ENERGY CENTER
GENERAL DESCRIPTION
The Grand River Dam Authority, hereinafter referred to as GRDA, is requesting proposals to
perform a condition evaluation of remaining shell material thickness for the existing coal silos at
the GRDA Grand River Energy Center, located near Chouteau, Oklahoma (approximately 45
miles East of Tulsa, Oklahoma). The Vendor must have a proven and demonstrable record of
performing complete Non Destructive Testing for large-scale industrial equipment.
PROPOSAL REQUIREMENTS
The proposal must provide sufficient detail for GRDA to perform a complete bid evaluation.

submit an optional proposal, GRDA may consider this option. Bid proposals shall become the
property of the Grand River Dam Authority.
PROJECT TITLE: Targeted Exterior NDE & Structural Integrity Verification of Stainless
Steel Coal Silos
METHODOLOGY: Rope Access (RA) Phased Array Ultrasonic Testing (PAUT) with B-Scan
Imaging
PROJECT OBJECTIVE
The objective of this project is to perform a baseline exterior non-destructive examination and
wall thickness evaluation on seven identical unpainted stainless steel coal silos. The inspection
will establish structural wall thickness baselines, evaluate interior sliding wear, and verify the
integrity of critical shell welds to support a 10-year service life extension.
STANDARDIZED INSPECTION PROTOCOL (PER SILO)
Each of the seven silos shall be inspected according to the following baseline protocol:
Top Shell (A-36 CS) -------- Visual / Spot Check
Dissimilar Weld ------------ 100% PAUT Band (35'9" Elevation)
Mid Shell (304 SS) --------- 4x Vertical Strips (N, S, E, W)
Shell Stiffener -------------- 1x PAUT Band (Below 11'5" Ring)
Transition Weld ------------ 100% PAUT Band
Cone / Hopper Zone ------ 4x Vertical PAUT Strips + Low Nozzle Sweep
Zone A: Shell-to-Cone Hopper Transition (High Stress & High Wear Zone)
* Transition Ring Weld: Perform a 100% continuous encoded PAUT B-scan sweep
along the shell-to-cone transition weld.
* Cone Shell Profiling: 360
Perform four (4) continuous vertical PAUT B-scan strips running from the
o
I.D. transition ring down to the bottom nozzle, spaced at intervals ( ).
o
Perform a PAUT band around the lower cone shell directly above the dis2c3h'arge
nozzle (maximum sliding abrasion zone). 90 N,S,E,W
0
Zone B: Lower Cylindrical Shell ( Type 304 Stainless Steel)
* High-Load Shell Band: Perform. 3o7ne5 'f'ull circumferential PAUT B-scan band around
the shell plate immediately below the first structural stiffener ring at transition.
* Vertical Shell Strips: Perform four continuous vertical PA0UT scan lines ( )
extending from the transition ring up to the elevation to evaluate shell wall
thickness ( nominal) and check for localized thinning or deformatiNNon,SS p,aEEtt,eWWrns.
35'9''
Zone C: Dissimi0la.3r7 M5'e'tal Girth Weld ( Elevation)
* Dissimilar Joint Inspection: Perform3 a5 1'090''% continuous encoded PAUT B-scan strip
across the girth weld joining the Type 304 Stainless Steel shell to the A-36
Carbon Steel upper shell. 0
* Objective: Quantify remaining w3a/ll8 t'h'ickness and evaluate the Heat-Affecte5d/ Z1o6n''e
(HAZ) strictly for volumetric wall loss, step-down thinning, or preferential/galvanic
corrosion caused by dissimilar material contact over 40 years of service. (Note: Angle-
beam volumetric weld flaw/crack detection is non-routine and excluded from this
baseline scope).
CONTRACTOR QUALIFICATIONS & STANDARDS
* NDE Personnel: Technicians performing PAUT data acquisition and analysis must be
certified to ASNT SNT-TC-1A, CP-189, or ACCP Level II or Level III in Phased Array
Ultrasonic Testing.
* Rope Access Team: All rope access personnel must hold valid SPRAT or IRATA
certifications.
* Code Compliance: Inspections shall be performed in general accordance with:
ASME Section V, Article 4 (Ultrasonic Examination Methods for In-Service
o
Inspection)
API 579-1 / ASME FFS-1 (Fitness-for-Service guidelines for evaluating flaws
o
and wall loss)
EQUIPMENT & CALIBRATION
* Instrumentation: Multi-element PAUT flaw detector configured for 0 degrees longitudinal wave
scanning with continuous data-logging, linear encoder, and high-resolution B-scan visual
cross-sectional output.
* Couplant: Low-halogen, low-sulfur couplant certified safe for use on austenitic stainless
steel.
* Calibration: Pre- and post-job calibrations must be conducted on dual-material calibration
blocks representative of both the - Type stainless steel plate
( and ) and the - carbon steel plate ( ).
AA 240 304
0.250'' 0.375'' AA 36 0.3125''
DELIVERABLES & REPORTING
The Contractor shall submit a final electronic report within 10 business days of field completion
(with immediate verbal/written notification of any rejectable planar flaws or severe wall loss
found on site):
1. Data & Inspection Summary: A clean tabular summary of all measured wall thicknesses
per silo, explicitly highlighting any localized thinning exceeding 30% of nominal wall
thickness to be evaluated for Fitness-for-Service and remaining service life.
2. B-Scan Data Sets: High-resolution cross-sectional profiles of the transition weld, the
stainless-to-carbon girth weld, and vertical shell strips.
3. Comparative Thickness Log: Direct side-by-side comparison of historical cone thickness
readings versus current PAUT data.
4. Indication Map: Precise location (grid coordinates, elevation, and depth) of any detected
wall thinning below engineering thresholds or HAZ corrosion anomalies.
5. Certifications: Calibration sheets and technician qualification records.
GENERAL SAFETY REQUIREMENTS

SITE SECURITY
Companies requesting access to perform work at the Grand River Energy Center (GREC) will
submit a completed Manpower List and provide the legal name, email address, and a headshot
photo of every contract employee to grecbadging@grda.com prior to site arrival. The legal name
and email will then be submitted to Accurate Background, Inc. to start the process of a
background check. GREC Badging personnel will respond to the company representative who
requested the check after it is entered in the system. Your contract employee must follow the
link sent from Accurate Background and enter all required information in order for the
background check process to start. After all information is entered, the background check takes
approximately 5-7 business days. After a completed and successful background check, the
GREC Badging Personnel will create a badge using the provided headshot photo. The contract
employee must report directly to the GREC Badging Station located at the Administration
Building Entrance southeast of the South Gate to pick up their completed badge after they
provide a photo ID for verification. If a headshot photo was not previously provided for the
