PART I: GENERAL INFORMATION FOR VENDORS
SECTION A: PROJECT DETAILS
Jackson Municipal Airport Authority ("JMAA") requests proposals to provide Solid Waste
Management Services ("Services") at Jackson-Medgar Wiley Evers International Airport ("JAN") and
Hawkins Field Airport ("HKS"), JMAA Project Number 2026-22.
JMAA is a municipal airport authority organized and existing under the Mississippi Airport
Authorities Law, Section 61-3-1 et seq., Mississippi Code of 1972, as amended, and is the issuer of
this Request for Proposals ("RFP").
The awarded contract will be for three (3) years with two (2) optional renewal terms, which may be
exercised at the sole discretion of JMAA. JMAA seeks to enter into a contract for these Services for a
firm fixed price, based on unit pricing.
This contract shall require approval by the JMAA Board of Commissioners. If this contract is not
approved, it is void and no payment shall be made hereunder.
A copy of this RFP, including all appendices and attachments, and any subsequent amendments, will
be posted on the JMAA website at https://www.jmaabids.com. It is the responsibility of all interested
vendors to monitor the website for updates regarding this procurement.
PART I: GENERAL INFORMATION FOR VENDORS
SECTION B: AUTHORIZED CONTACT

All inquiries, correspondence, and submissions related to this RFP must be directed exclusively to the
designated contact identified above. The JMAA Project Name (Solid Waste Management Services)
and Project Number (2026-22) must be referenced in the subject line of all communications.
Vendors are strictly prohibited from contacting any member of the JMAA Board of Commissioners,
any JMAA employee, or any JMAA representative other than the designated contact regarding this
solicitation. Any such unauthorized contact, whether direct or indirect, may result in the Vendor's
proposal being disqualified from consideration at the sole discretion of JMAA.
Only interpretations, clarifications, corrections, or other modifications issued in writing by addendum
by the JMAA Procurement Department shall be binding on JMAA. Oral statements, informal
guidance, and any other interpretations, clarifications, or instructions provided by any person, whether
or not affiliated with JMAA, will be without legal effect and shall not be relied upon by any Vendor
in preparing or submitting a proposal.

addenda or amendments issued in connection with this RFP. Failure to acknowledge receipt of any
addendum may result in rejection of the Vendor's proposal.
PART I: GENERAL INFORMATION FOR VENDORS
SECTION C: PROJECT BACKGROUND
The Jackson Municipal Airport Authority ("JMAA") issues this Request for Proposals ("RFP") to
solicit proposals from qualified, experienced, responsible, and financially sound Offerors to provide
solid waste collection and disposal services at properties owned and operated by JMAA. The selected
Offeror will provide waste collection and disposal services for the Maintenance Department within
JMAA.
JMAA owns and operates two airport facilities: Jackson-Medgar Wiley Evers International Airport
("JAN"), located at 100 International Drive, Jackson, Mississippi 39208; and Hawkins Field Airport
("HKS"), located at 596 West Ramp Street, Jackson, Mississippi 39209. Both facilities require
consistent, reliable solid waste management to support daily airport operations, maintain compliance
with applicable regulations, and preserve the safety and appearance of all airport properties.
The Services contemplated under this RFP include the provision, placement, and maintenance of
dumpsters and compactors at designated locations, the scheduled collection and removal of non-
hazardous solid waste, and the lawful transportation and disposal of all collected waste at a permitted
landfill facility. The selected Offeror will be responsible for supplying all labor, equipment, vehicles,
containers, and materials necessary to perform the Services in accordance with the Scope of Work set
forth in Section D of this Part I.
JMAA's objectives for issuing this RFP are as follows:
(a) Obtaining reliable, scheduled solid waste collection and disposal services for all
JMAA facilities at JAN and HKS.
(b) Ensuring full compliance with all applicable federal, state, and local environmental
laws, regulations, and waste disposal requirements.
(c) Maintaining clean, safe, and professionally managed airport properties that reflect the
standards expected of a public airport authority.
The selected Offeror shall perform all Services in a manner consistent with industry best practices and
in compliance with all applicable laws, rules, and regulations, including those promulgated by the
Mississippi Department of Environmental Quality and the U.S. Environmental Protection Agency.
The Offeror shall coordinate closely with JMAA's Maintenance Department to ensure that waste
collection schedules, container placement, and service levels meet the operational needs of both
airport facilities throughout the term of the Agreement.

The selected Vendor will work closely with JMAA to provide and maintain the pickup and pickup
schedule of non-hazardous solid waste from the following specified locations:

The Vendor shall supply the number and size of dumpsters and compactors as specified above for
each location. All equipment provided by the Vendor shall be maintained in good working condition
throughout the term of the Agreement. Offerors must confirm their intention to provide the Services
as described by responding to each listed service in the Scope of Work Confirmation (Exhibit 9).
1. ADDITIONAL PICKUPS
JMAA reserves the right to request additional pickups from the Vendor during the term of the
contract. The cost of additional pickups will be based on the Vendor's submitted unit pricing (Exhibit
10, Price Sheet). The additional cost will be added to the total cost of the contract. Additional pickups
may be annual and recurring, or a one-time request as needed.
2. ADDITIONAL DUMPSTERS
JMAA reserves the right to request additional dumpsters from the Vendor during the term of the
contract. The cost of additional dumpsters will be based on the Vendor's submitted unit pricing
(Exhibit 10, Price Sheet). The additional cost will be added to the total cost of the contract.
3. GENERAL SERVICE REQUIREMENTS
(a) The Vendor shall perform all pickups during normal business hours unless otherwise
directed by JMAA.
(b) The Vendor shall ensure that all collection vehicles and equipment comply with
applicable federal, state, and local regulations, including weight limits and environmental
standards.

(c) The Vendor shall promptly clean any spillage occurring during collection and transport
operations.
(d) The Vendor shall dispose of all collected waste at a permitted landfill facility in
compliance with all applicable enviornmentall laws and regulations.

(e) The Vendor shall notify JMAA's designated representative no less than twenty-four
(24) hours in advance of any scheduled service disruption or change in pickup schedule.
(f) If, during the term of the contract, additional properties are purchased by JMAA, those
properties may be added to this contract in accordance with the Vendor's unit pricing as
submitted in Exhibit 10.

SECTION E: DELIVERABLES
Each Offeror shall include the following deliverables as part of its Proposal submission. Failure to
provide any required deliverable may result in the Proposal being deemed non-responsive and rejected
from further consideration.
(a) Scope of Work Confirmation: The Offeror shall submit a completed Scope of Work
Confirmation using Exhibit 9, responding to each listed service in accordance with the
response categories specified in Part III, Section A.9 of this RFP. The confirmation must
address every service location and specification identified in Part I, Section D.
(b) Management Plan: The Offeror shall submit a comprehensive management plan that
details, at a minimum, the following components: (a) proposed staffing levels and
organizational structure dedicated to the JMAA contract; (b) equipment to be utilized in
performing the Services, including the number and type of collection vehicles; (c)
communication procedures between the Offeror's staff and JMAA, including escalation
protocols and designated points of contact; and (d) problem-solving strategies for addressing
service disruptions, missed pickups, equipment failures, and other operational issues. The
management plan shall demonstrate the Offeror's ability to maintain consistent, reliable
service across all JMAA facilities.
(c) Resumes for Proposed Management Staff: The Offeror shall provide current resumes
for all proposed management staff who will be assigned to the JMAA contract. At a
minimum, the Offeror must designate and provide a resume for a Project Manager who will
serve as the primary point of contact for JMAA. Each resume shall include: (a) duration of
employment with the Offeror; (b) all relevant solid waste collection and disposal industry
experience; and (c) applicable education, certifications, and professional training.
(d) Certificates of Insurance: The Offeror shall provide current Certificates of Insurance
evidencing the coverage types and minimum limits specified in Part III, Section A.3 of this
RFP.
(e) Performance Bond Commitment: The Offeror shall submit a written commitment
confirming that, in the event of contract award, a Performance Bond will be supplied to

JMAA in the amount of the three (3) year contract term total price, with increases
corresponding to each optional renewal year cost as utilized.
(f) Cost Proposal: The Offeror shall submit a completed Price Sheet (Exhibit 10) in a
separate binder or separate electronic file, as specified in Part II, Section B of this RFP. The
Cost Proposal must include both the Annual Cost Proposal and Unit Pricing for additional
pickups and dumpsters.
All deliverables must be submitted in the format and manner prescribed in Part II of this RFP. JMAA
reserves the right to request supplemental information or clarification regarding any deliverable at any
time during the evaluation process.
PART II: GENERAL REQUIREMENTS FOR PROPOSALS

1. Procurement Schedule Targets. The following schedule sets forth the anticipated timeline for this
procurement. All times referenced are Central Time ("CT").

Building at Jackson-Medgar Wiley Evers International Airport ("JAN"). Attendance is encouraged but
not required as a condition of proposal submission.
3. Proposal Deadline. Sealed proposals will be accepted until 2:00 p.m. (CT) on July 30, 2026.
Proposals must be submitted electronically via the website noted below, by mail, or delivered by
hand. JMAA will deem proposals received after the deadline to be non-responsive, and such proposals
will be rejected without review. Timely submission is the sole responsibility of the Offeror.

4. Questions. All questions regarding this RFP must be directed to purchasing@jmaa.com. The JMAA
Project Name (Solid Waste Management Services) and Project Number (2026-22) must be referenced
in the subject line of all communications. Questions must be received by JMAA no later than 2:00 PM
Central Time on July 16, 2026. Questions received after this date and time will not be considered.
Written responses to all timely submitted questions will be provided via addendum posted to the
JMAA website at https://www.jmaabids.com. Only interpretations, clarifications, or corrections
issued by written addendum by the JMAA Procurement Department shall be binding. Oral and other
interpretations, clarifications, or instructions will be without legal effect.
PART II: GENERAL REQUIREMENTS FOR PROPOSALS
SECTION B: INSTRUCTIONS TO BIDDERS
1. COPIES TO BE PROVIDED. The Vendor is requested to submit one (1) copy of its entire proposal
(including all attachments and exhibits) in digital format. The digital copy may be electronically
submitted in searchable Adobe PDF format via https://www.jmaabids.com. In addition to the digital
copy, the Vendor may submit a hard copy via hand-delivery. The hand-delivered submission shall be
placed in a sealed envelope marked with the Project Name, Project Number, Company Name, and
"Attention: Procurement Director." Proposals shall be submitted in one (1) binder if submitting hard
copy. The Cost Proposal (Exhibit 10) shall be submitted in a separate binder. All other proposal
components shall be submitted in a second binder.
2. CONFIDENTIAL INFORMATION. If the proposal contains confidential information, one (1)
redacted electronic copy shall also be submitted. If a redacted copy is not submitted, JMAA shall
consider the entire Proposal to be public record. The redacted copy should identify which section or
information has been redacted, and the Offeror shall provide the specific statutory authority for the
exemption. Per Mississippi Code Annotated Section 25-61-9(7), the type of service to be provided,
the price to be paid, and the term of the contract cannot be deemed confidential. The redacted copy
shall be considered public record and immediately released, without notification to Offeror, pursuant
to any request under the Mississippi Public Records Act, Miss. Code Ann. Sections 25-61-1 et seq.
and Miss. Code Ann. Section 79-23-1.
3. FORMATTING. No proposal may exceed thirty (30) pages, excluding appendices and required
exhibits. Proposals should be on standard-sized paper (8.5" x 11"), with margins of at least one inch.
Each page must be numbered. The proposal should be prepared simply and economically with a
straightforward description of the Vendor's ability to perform the Services. At a minimum, the
information specified in Part III must be presented in the order requested and must be complete and
accurate.
4. VENDOR REPRESENTATIONS. Each Vendor submitting a proposal represents that it: (a) has
read and understands the information contained in this RFP; (b) is familiar with the conditions under
which the Services will be performed; (c) has all professional qualifications, licenses, certifications,
and registrations necessary to perform the Services; (d) will comply with all federal, state, and local
laws, ordinances, rules, and regulations applicable to the Services; (e) is registered to do business in
the State of Mississippi as prescribed by Mississippi law and the Mississippi Secretary of State; and
(f) will obtain and maintain a City of Jackson Business Privilege License throughout the Agreement
term.

5. PROPOSAL VALIDITY. Any submitted proposal shall remain a valid proposal for one hundred
eighty (180) calendar days from the proposal due date.
6. MODIFICATIONS AND WITHDRAWALS. Prior to the proposal due date, a submitted proposal
may be withdrawn by submitting a written request signed by the Offeror. An amended proposal may
be submitted before the due date as a complete replacement for a previously submitted proposal.
Unless requested by JMAA, no amendments shall be accepted after the due date.
7. INVESTIGATIONS. JMAA reserves the right, in its sole discretion, to reject any and all proposals
and to waive any technicality, informality, or irregularity in any proposal received. JMAA specifically
reserves the right to reject a proposal that is incomplete or irregular. JMAA may make reasonable
investigations to determine the ability of the Offeror to perform the work.
8. ALTERNATE PROPOSALS. Each Offeror, its subsidiaries, affiliates, or related entities shall be
limited to one (1) proposal responsive to this RFP. Submission of more than one proposal may result
in rejection of all proposals submitted. Proposals shall not include variable or multiple pricing
options.
9. AGREEMENT. The selected Vendor will be required to enter into JMAA's Standard Form of
Agreement (Exhibit 11). A draft copy of the contract is included for review. Clauses deemed
mandatory by JMAA are nonnegotiable.
10. PROPOSAL COSTS. JMAA is not responsible for any costs incurred by a Vendor in preparation
of its proposal or any costs incurred before the Agreement's effective date.
11. DISCLOSURE OF RESPONSE CONTENTS. All materials submitted in response to this RFP
will be the property of JMAA. Some or all of a proposal may be subject to public inspection under the
Mississippi Public Records Law, Section 25-61-1 et seq., Mississippi Code of 1972, as amended.
12. NONDISCRIMINATION. By submitting a Proposal, each Vendor agrees that it understands
JMAA is an equal opportunity employer. JMAA complies with all applicable portions of Title VI of
the Civil Rights Act of 1964, as amended; Executive Order 11246, as amended and as supplemented
by Department of Labor Regulations (41 CFR Part 60); and 49 CFR Part 21, as amended, which
prohibits unlawful discrimination based on race, color, creed, sex, age, national origin, physical
handicap, or disability. The JMAA in accordance with the provisions of Title VI of the Civil Rights
Act of 1964 (78 Stat. 252, 42 U.S.C. 2000d to 2000d-4), 28 CFR 50.3, and 49 CFR Part 21,
hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to
this advertisement, all contractors will be afforded full opportunity to submit bids in response to this
invitation and will not be discriminated against on the grounds of the owner's race, color, national
origin, sex, creed, age, or disability in consideration for an award.
13. DISADVANTAGED BUSINESS ENTERPRISES. JMAA policy is to provide all Minority-
owned, Woman-Owned, and Small Business certified firms with the maximum opportunity to
participate in the performance of the Services. There is no DBE participation goal for this RFP. The
requirements of 49 CFR Part 26 including any amendments thereto apply to this contract. It is the
policy of the JMAA to practice nondiscrimination based on race, color, sex, or national origin in the
award or performance of this contract. The Owner encourages participation by all firms qualifying
under this solicitation regardless of business size or ownership.

14. FAIR LABOR STANDARDS ACT. All contracts and subcontracts that result from this
solicitation incorporate by reference the provisions of 29 CFR Part 201, the Federal Fair Labor
Standards Act (FLSA). The Vendor has full responsibility for monitoring compliance and must
address any claims or disputes directly with the U.S. Department of Labor, Wage and Hour Division.
15. CONFLICTS OF INTEREST AND GRATUITIES. Each Vendor must complete, execute, and
submit JMAA's Certification Regarding Gratuities (Exhibit 3) with its Proposal. Failure to do so will
be grounds for rejecting the Vendor's Proposal.
16. PROTEST OF SOLICITATION OR AWARD. Any actual or prospective Offeror who is
aggrieved in connection with this solicitation or the award of a contract may file a written protest with
JMAA's Director of Procurement. Timeliness. Protests must be filed within seven (7) calendar days
of either: 1. The posting of the written Notice of Intent to Award; 2. The evaluation, scoring, ranking,
or short-listing of Offerors; or 3. A recommendation to reject a proposal. If the protest is based on the
solicitation itself (including provisions governing the basis for award, evaluation criteria and weights,
specifications, project schedules, or other general solicitation requirements), the protest must be filed
within seven (7) calendar days of the solicitation posting. A protest is considered filed when received
by the Director of Procurement. Protests filed after the seven (7) day period will not be considered.
Method of Filing. All protests must be addressed to the Director of Procurement and filed with the
Procurement Department via hand delivery or mail. Filing of a protest via email is not permitted. The
responsibility and burden of proving that a protest has been timely and properly received rests with
the Protester, regardless of the method of delivery. If a written protest is not filed within the required
timeframe, the right to seek any relief or remedy will be forfeited. Content of Protest. A written
protest must, at a minimum: 1. Be addressed to the Director of Procurement; 2. Be labeled "Protest"
on the envelope; 3. Identify the solicitation or award in question by number and title (or other
language sufficient to identify the procurement); 4. State the Protester's legal standing to protest; 5.
State the reasons for the protest, including material fact(s); and 6. Provide supporting exhibits,
evidence, material facts, documents, and legal authority upon which the protest is based. The issues
raised and the information contained in the protest must clearly identify and explain the factual and
legal basis for any relief sought; otherwise, the protest may be denied on its face by the Director of
Procurement. Stay of Solicitation or Award. In the event of a timely protest, JMAA will not proceed
further with the solicitation or with the award of a contract unless the Director of Procurement
approves a determination that continuation of the solicitation or award without delay is necessary to
protect JMAA's substantial interests. Procurement Appeals Board. Upon receipt of a proper and
timely filed protest, the Director of Procurement will acknowledge receipt and forward it to the Chief
Executive Officer with a request for the appointment of a Procurement Appeals Board ("PAB"). The
PAB consists of a chairperson and two additional members appointed by the CEO. The PAB will
schedule and provide written notice of the time, date, and place it will hear the protest to the Protester
and to those persons or entities that may be directly affected by the resolution of the protest. Standard
and Burden of Proof. The Protester bears the burden of providing sufficient evidence to demonstrate
that the protest is justified. The standard of review is whether the challenged decision was clearly
wrong, made without reason, fraudulent, or lacking any factual or legal basis. Final Action. A
majority vote of the PAB is required to recommend that the protest be granted; otherwise, the PAB
will recommend denial. Once the CEO or designee acts upon the PAB's recommendation, the decision
is final action by JMAA. Written notice of the decision will be posted and provided to the Protester
and affected parties.
