Notice of Intent to Award a Sole Source Contract
DLA Distribution intends to award to the County of San Joaquin to solicit only one source under the authority of FAR 13.106(b)(1)(i) contracting officer determines that the circumstances of the contract action deem only one source reasonably available for County and State Law Enforcement Telecommunications system (CLETS) for DLA Distribution San Joaquin, California (DDJC), located at Tracy, CA.
The requested access to their CLETS system are for a DLA Distribution San Joaquin. This is a unique and direct connection was established years ago at the time of the first request, directly through the county connection. There is no other authorized service for this Law Enforcement requirement. Additionally, CLETS regulations and laws are governed by the State of California and therefore, it is required to go through the local county for these service requests. Failure to use the CLETS for this service requirement will result in mission failure regarding the mission of vetting individuals for installation access.
Interested contractors may identify their interest and capability to respond to the requirement or submit proposals. Responses should be marked with reference “CLETS” in the subject line. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
The North American Industry Classification System (NAICS) code for this effort is 541519 with a small business size standard of 34.M employees. PSC Code is DA01.
This notice of intent is not a request for competitive proposals. This synopsis is for informational purposes only. A solicitation will not be issued for this procurement action or posted to the single Government Point of Entry, the Sam for Award Management website.
All responsible sources may respond by submitting qualifications/capabilities of the company by Wednesday, January 28, 2026 at 5:00 PM EST to Deborah Johnson, Email: Deborah.L.Johnson@dla.mil for consideration by the agency. If no affirmative responses are received, a purchase order will be awarded to County of San Joaquin.
