Design for Foster Wells Lift Station Improvements RFQ

Project No. 25682

The City of Pasco (City), is soliciting a Statement of Qualifications (SOQ) from qualified Consultants registered in the State of Washington to provide professional engineering services for the design of the Process Water Reuse Facility (PWRF) Foster Wells Lift Station Improvements RFQ.

The PWRF Foster Wells Lift Station Improvements project aims to address corrosion issues caused by process water from contributing processors. This involves replacing the existing header at the Foster Wells Lift Station and adding a second header for system redundancy. Additionally, the existing pumps and piping will be reconfigured and/or replaced to support the new header manifold system, ensuring reliable and efficient operation. The selected Consultant shall provide design engineering, preparation of plans, specifications, and estimate (PS&E), preparation, and processing of all necessary environmental documents to achieve environmental compliance, and construction administration services (on a need basis).

The complete RFQ and full scope of work may be obtained via the City website – http://www.pasco- wa.gov/Bids.aspx. , starting on Sunday, June 29, 2025.  It is the sole responsibility of the Consultant to obtain any RFQ updates or addenda from the City’s website.

Technical questions regarding the scope of this project should be put in writing and directed to both City Representatives listed in Section 1.10 of the RFQ, no less than three (3) working days prior to the time that submittals are due.

There is a non-mandatory pre-proposal meeting scheduled on Wednesday, July 9, 2025 at 10:30am PDT at the corner of E Foster Wells Road & Industrial Way, Pasco, WA 99301 for this project prior to submission of Statement of Qualifications.

Projects funded wholly or in part by Federal appropriations must comply with Code of Federal Regulations; 24 CFR 570.502, 24 CFR 85.36, 2 CFR 200.
