Project Description: Sealed proposals will be received until 10:00 A.M October 24, 2024 by the Authority Engineer, online via the PennBid Program at https://pennbid.bonfirehub.com, for the Little Crum Creek Interceptor CIPP Relining and Manhole Rehabilitation Project and read aloud at 5:00 P.M. on November 5, 2024 at the CDCA Committee Meeting. Major Quantities include: 750 LF of 27” CIPP, 3,400 LF of 30” CIPP, and 140 LF of 54” CIPP.
All Bid Documents, Construction Plans and Specifications are available online via the PennBid Program at www.PennBid.Bonfirehub.com at no cost to prospective bidders. The successful bidder, who is awarded the contract, will be required to pay PennBid Program a fee of 1/3 of 1% of the contract award value. There is a minimum award fee of $100.00 and a maximum of $5,000.00. Bidders must confirm the fees associated with bidding through PennBid and the successful bidder is responsible for the fees associated with the awarded bid.
Each bidder must submit with his bid, security in the form of a certified check or bid bond in the amount of not less than 10% of the total bid made payable to the order of the Central Delaware County Authority.
Attention of Bidders is called to all of the requirements contained in the bid package, particularly to the Federal Davis-Bacon Wage Rates, PA Steel Procurements Act, American Iron & Steel, BABA requirements, DBE requirements, various insurance requirements, various equal opportunity provisions and the requirements for a payment bond and performance bond for 100% of the contract price and a one-year maintenance bond for 10% of the contract price. All Contractors and Subcontractors of any tier that perform work under this contract must comply with the Authority’s Policy for Responsible Contractors. Each bidder must submit a Contractor Responsibility Certification, and if applicable, a Subcontractor list and Subcontractor Responsibility Certification with the bid. Failure to submit the documents may result in bid being rejected.
This project is being federally funded by EPA financial assistance dollars and therefore requires all contractors to demonstrate compliance with federal Executive Orders 11625, 12138, and 12432 and EPA Regulations at 40 CFR Part 33, through the detailed documentation of solicitation of Disadvantage Business Enterprises (DBEs). Contractors must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms that are potential sources for any procurement action in the areas of project construction, equipment, services, and supplies by including state qualified small businesses, and minority and women owned business enterprises in the bidding process.
The Authority reserves the right to accept or reject any or all bids, or parts thereof, and to waive any informalities in the best interest of the Authority.
