Description
GAOA FINALE DAM RECONSTRUCTION

The Department of Interior, Bureau of Land Management (BLM), Montana State Office intends to solicit proposals for services for dam reconstruction. This project will reconstruct Finale Dam located in Valley County, Montana, approximately 41.5 miles southwest of Glasgow, MT. Major items of work at this dam include:
1. Dewater reservoir and construction area.
2. Excavate a portion of the existing dam embankment and foundation to remove the existing outlet works pipe and allow construction of the new outlet works.
3. Reconstruct the dam embankment, including
a. Placement of compacted fill from onsite borrow sources,
b. Placement of lime amended backfill,
c. Placement of imported rock for riprap slope protection within designated areas on the upstream face,
d. Placement and compaction of imported sand and gravel for internal filter and drain features,
4. Construct precast concrete outlet works riser for a new outlet works.
5. Construct concrete encased, precast reinforced concrete pipe outlet works conduit.
6. Construct precast concrete low-level outlet works inlet structure and concrete encased PVC pipe conduit.
7. Construct grouted riprap outlet works stilling basin.
8. Excavation, fill, and grading for new auxiliary spillway.
9. Place gravel road surfacing within specified limits on the crest of the dam.
10. Reclaim all disturbed areas including staging areas and temporary roads. Reclamation consists of preparation of soil and seeding.

Pursuant to Part 15 and Part 36 of the Federal Acquisition Regulations. The estimated price range of this acquisition is between $1,000,000 and $5,000.000. BLM anticipates issuing the RFP under the total small business set-aside program. The applicable North American Industry Classification System (NAICS) Code is 237990 and the associated Small Business Size Standard is $45.0 Million.

A single contract award will be made to the offeror that submits a proposal that has been determined to be the best value based on the Tradeoff Procedures within the Federal Acquisition Regulations. A firm-fixed priced contract is contemplated. Offerors will submit electronic proposals as a response to the anticipated solicitation.

If the contractor is unable to comply with the requirements to use IPP for submitting invoices for payment, the contract must submit a waiver request in writing to the Contracting Officer with its proposal.
