THE OFFICIAL SYNOPSIS WILL BE A TOTAL SMALL BUSINESS SET-ASIDE. THE AIR FORCE WILL ONLY ACCEPT SF330’S FROM FIRMS THAT ARE CERTIFIED AS A SMALL BUSINESS FOR NAICS 541330, WITH A SIZE STANDARD OF $25,500,000.

QUESTIONS WILL NOT BE ACCEPTED AT THIS TIME. We anticipate that the official synopsis will not include significant changes from this draft synopsis. We will allow at least one week from the posting of the final synopsis to submit questions. Attachment 1 entitled, “Attachment 1 -QnA” will be included with the official synopsis and is also provided herein for your preparation.

SF330 DUE DATE: The Due Date for SF330 submissions will be identified in the Official Synopsis. SF330 submissions shall be submitted via email to the Contracting Officer, Ms. Brindle T. Firms are reminded to be mindful of the file size of the electronic submission. The Government’s firewall may reject any email size over 10MB. For any submissions greater than 10MB, please request a DoD SAFE Drop from the Contract Specialists referenced in this paragraph. GENERAL INFORMATION

The Air Force Installation Contracting Center (AFICC)/772nd Enterprise Sourcing Squadron (772 ESS) in conjunction with the Air Force Civil Engineer Center (AFCEC), Joint Base San Antonio - Lackland Air Force Base, TX, desires to contract with a Small Business (SB) Architect-Engineer (A-E) firm to support Facility Sustainment, Restoration and Modernization (FSRM) Title I and Title II projects associated with the Historic Hill AFB Hangar 225. The 772 ESS anticipates award of an Indefinite Delivery Indefinite Quantity (IDIQ) Single Award Task Order Contract (SATOC) for A-E Title I and Title II services for FSRM planning and design, with a total contract ceiling of $35M. The 772 ESS anticipates making awards to one Small Business firm. The Task Order limitation will be a minimum of $2,500 and maximum of $10M, subject to the conditions of FAR 52.216-19 - Order Limitations.

DESCRIPTION OF WORK: This contract will support the award of A-E Title I and Title II Services for Hangar 225 located at Hill AFB, Utah.

General Scope:

This Single Award Task Order Contract (SATOC) provides Architecture-Engineering (A-E) Title I and Title II Services for Facility Sustainment, Restoration, and Modernization (FSRM) projects at the Historic 225 Hangar located at Hill Air Force Base, Utah. The scope of Task Orders under this contract encompasses A-E design services for the demolition, repair, renovation, or replacement of various components of Hangar 225. The specific components include but are not limited to:

- Replacement of roofing elements

- Demolition and reconstruction of internal office structures

- Seismic Structural upgrades to the hangar

- General facility service repairs and upgrades (i.e. plumbing, electrical, and HVAC)
