Synopsis: Maneuver Support Vessel – Light (MSV(L)) System Technical Support (STS)

Army Contracting Command – Detroit Arsenal (ACC-DTA) plans to procure System Technical Support (STS) services for the Maneuver Support Vessel – Light (MSV(L)). These services consist of tasks and efforts in the disciplines of Engineering, Logistics, Quality Assurance, and Configuration Management.

ACC-DTA intends to solicit and negotiate with only Vigor Works LLC (Vigor) under the authority of Federal Acquisition Regulation (FAR) 6.302- 1(a)(2)(iii)(B), “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” Vigor Works LLC is the only known qualified source to perform this effort. The Government intends to award a new five-year Indefinite Delivery, Indefinite Quantity (IDIQ) Cost Plus Fixed Fee (CPFF) performance based contract, sole sourced to the prime contractor of the Maneuver Support Vessel (Light) (MSV(L)), Vigor.

This notice of intent is not a request for competitive proposals. However, responsible sources may identify their interest and capability to respond to the requirement by electronically submitting a capability statement to the contract specialist pursuant to FAR 5.207(c)(16). The subject line of email submissions must read, "RFP W912CH-25-R-0044". The maximum size of capability statements shall not exceed 3.5 megabytes. Hard copy responses will not be accepted. Please make sure this agency has been furnished with the following additional information: Reason for request, CAGE code, company name, UEI number, and proof of an active System for Award Management (SAM).

Additionally, this effort is synopsized to notify potential subcontracting opportunities required by FAR 5.201(c). Subcontracting opportunities may exist with Vigor Works LLC. subsequent contract award.

A determination by the Government to not compete on this proposed contract, based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This is a pre-solicitation notice, otherwise known as synopsis. The solicitation pertaining to this notice will not be available for a minimum of 15 calendar days from the date of this notice. Contractors should not call the buyer(s) or procuring contracting officer (PCO) seeking a copy of the solicitation (or other data) as none will be available until the solicitation is issued. No hard copies of the solicitation will be issued.
