Description

The 766 Enterprise Sourcing Squadron (ESS) located at JBPHH, Hawaii has a requirement that calls for personnel in support of the PACAF Assessment and Authorization (A&A) for Federal Information System Management Act (FISMA) and Cybersecurity Hardening. The contractors will work for the HQ PACAF Cybersecurity Office and conduct security assessments, and provide security consultations to military and DOD civilian personnel within PACAF AOR. The contractors, at the Government’s request, shall augment as unit inspection preparation team providing required expertise in Vulnerability Management, Physical Security, Emission Security (EMSEC), Cross Domain Solutions (CDS), and network security consulting. The contractors will also support NAF/Wings to be “cyber ready” via scheduled CRR-M. CRR-M assessments will utilize USCYBERCOM and DISA criteria as it relates to CORA and the most recent effort involving CCORI. Travel in the PACAF AOR is also required.



The 766 intends to award one firm-fixed-price contract and will set aside the acquisition to be awarded competitively to an 8(a) company. We anticipate issuing a Request for Quotes (RFQ) by 18 July 2025, but all dates in this notice are subject to change. The closing date of the RFQ will be 7 days following the release and is currently anticipated to be 25 July 2025. The anticipated award date is 15 August 2025. Any amendments applicable to the solicitation will be posted at the same site. Prospective vendors must be registered in the System for Award Management (SAM) prior to the closing of this solicitation.



The services will be purchased in accordance with FAR Part 12 and FAR Part 13. The Government will evaluate quotes based on factors listed in the solicitation.



IAW FAR 5.205(f), please note the following: This acquisition is being offered for competition limited to eligible 8(a) participants and falls under the North American Industry Classification System (NAICS) code 541519, Other Computer Related Services. Eligibility to participate may be restricted to 8(a) participants in the developmental or developmental and transitional stages; however, the publicly available solicitation is open to all eligible 8(a) interested parties. All interested 8(a) participants are encouraged to request a copy of the solicitation as expeditiously as possible since the solicitation will be issued without further notice upon SBA acceptance of the requirement for the section 8(a) program; a request is not required as the solicitation will be made available on SAM.gov, but the 8(a) interested parties should note any deadlines set for this solicitation.



A copy of the DRAFT solicitation has been provided with this synopsis. The solicitation is included as an attachment with CLIN layout and clauses. Further information is supplied in the attached Addenda to FAR 52.212-1 Instructions and Performance Work Statement (PWS). The Government intends to award a contract based on best value, utilizing subjective trade-off and simplified acquisition procedures IAW FAR Part 13 and FAR Part 12.



766 ESS is receptive to any questions and/or feedback regarding the DRAFT solicitation. Please submit any questions and/or comments by 15 July 2025 2:00 pm (HST). The 766 ESS will consider this feedback before releasing the solicitation.



Notice to Interested Parties: No award will be made under this solicitation until funds become available. Additionally, this effort is subject to appropriate approvals and authorizations prior to release of the solicitation. The Government reserves the right to cancel this procurement and has no obligation to reimburse an offeror for any costs.
