The Board of Commissioners of Riley County requests proposals from at least six individual attorneys licensed to practice in Kansas. This proposal is for contracts providing indigent defense services in Riley County. Such contracted legal services are only for those District Court Cases in which the Court is required to appoint an attorney. Such contracts shall have identical terms for each contracting attorney, including but not limited to the amount of compensation and any expense reimbursements described therein.

See that contract for details of the type of cases assigned and the Board’s expectations of performance. These contracts will be for a term of 3 years. The Board’s intent is to assist the District Court in meeting its constitutional duty to appoint counsel in certain cases. This service has a local history worth noting.
This Request for Proposals is intended by the Board to assist the Courts by returning to a contracting system which anticipates (and requires) contracts with six (6) attorneys. Proposers may submit Proposals individually, or in a group of no more than six attorneys.
Proposals shall be submitted in a sealed envelope clearly marked “Response to Request for Proposals No. 2024-A” to the Board of Commissioners of Riley County, Kansas, c/o the Riley County Clerk, 110 Courthouse Plaza, Manhattan, Kansas, and received no later than 5:00 p.m. on Monday, October 28, 2024.
Interested Proposers are encouraged to submit Proposals well in advance of October 28, 2024. That is because Proposals may be publicly opened by the Board of Riley County Commissioners as such Proposals are received. Received Proposals may be publicly opened during the next available public meeting convenient to the Board.
All six positions may be filled before October 28, 2024.
