Description
This is a Sources Sought Notice

(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited.

(b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal.

(c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law.

(d) This Sources Sought is issued by VISN 2 Contracting Office in Bronx, NY for the purpose of collecting information on Air balancing, inspecting and testing services for the New Jersey Health Care System VA Medical Center, Lyons Campus at 151 Knollcroft Road, Lyons, NJ 07939 and East Orange Campus at 385 Tremont Avenue, East Orange, NJ 07018. The VA is seeking to provide for this requirement as of 06/01/2025 to establish a new service. The NAICS code identified for this requirement is 238220 Plumbing, Heating and Air-Conditioning Contractors. The requirement is detailed in the Statement of Work section of this document.

(e) Cursory market research has identified several small businesses that may be able to provide for this requirement. Contractors that are able to meet the requirements in the attachment are encouraged to email a capability statement and full information to Natalie Acevedo at Natalie.Acevedo@va.gov Monday, April 7, 2025 at 10:00 AM EST.

- Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. If contractor is a Service-Disabled Veteran Owned Small Business (SDVOSB), a Veteran Owned Small Business (VOSB), or any other special category of contractors, then contractor is responsible for providing documentation in support of this. This information will be used to determine the viability of a set aside for this requirement. If any of the requested information is not supplied with the package, this may result in the contractor not being considered in the Government s Procurement Strategy.

- Contractors shall also identify any Federal Supply Schedules that may carry the desired services.
- Contractors shall identify pertinent point of contact for company, contractor EIN number for size standard and socioeconomic verification in SAM and SBA VetCert, as well as for any intended subcontractors.
- Contractor shall provide 2 to 3 instances of past experience which demonstrate that they are a firm regularly engaged in this type of work, to include subcontractors for those jobs.
- Contractor shall provide a listing of any teaming agreements they intend to employ in the performance of this requirement if awarded.
- Contractor shall supply proof of any applicable certification or training required to meet the regulatory requirements, if applicable.

- Contractors shall include any relevant comments about the Attachment(s) if applicable.

STATEMENT OF WORK

AIR BALANCING SERVICES

1. BACKGROUND:
The Department of Veterans Affairs New Jersey Health Care System is currently seeking for air balancing, adjusting and testing services for Lyons Campus and East Orange Campus. Lyons Campus which was built in the early 1920 s with over 30 major buildings and a few smaller outbuildings sits on 306 acres. East Orange Campus is located on 3 acres with one (1) high-rise building of 13 floors and 12 outbuildings. Contractor shall provide air balancing services for the above two campus at specified months, and quarters as stated in this document and under Equipment List.

2. SCOPE OF WORK:
Contractor shall provide all supervision, labor, materials and equipment necessary to perform air balancing, traverses of air handlers and exhaust systems and provide all related documentation for both campuses.

3. SPECIFICATIONS:
Contractor shall take CFM (Cubic Feet per Minute) readings from supply and exhaust and make necessary adjustments for the designated areas to be in compliance with room-to-room pressurization design criteria.

Contractor will take test readings of each diffuser and grill to include the required Feet per Minute/Cubic Feet per Minute, test results of the Feet Per Minute/. Cubic Feet per Minute and provide instrument calibration reports to comply with requirements in ASHRAE 111, Section 4, Instrumentation. And to provide instrumentation calibration reports to include, instrument type and make, serial number, application, dates of use and dates of calibration.

4. REPORTS:
Contractor shall provide 3 hard copy reports of all readings for both campuses in their TAB (testing, Adjusting and Balancing) report.

An electronic version of same report shall be sent to the Contracting Officer Representative. Contractor will provide reports in triplicate to include:

A print of the area showing air flow directions and pressures.
Air exchange per hour for each room or corridor to include room volume, cu , design and actual Cubic Feet per Minute for supply and exhaust air
Certificate of recalibration for all testing equipment.

Service Reports must be signed by both service provider and Contracting Officer Representative at the completion of each work.

5. FREQUENCY:
Contractor shall conduct air balancing, testing and adjusting annually in the 2nd Quarter and semi-annually in the 1st and 3rd Quarters for:

6. REQUIREMENTS:Â
Contractor shall demonstrate that it is a firm regularly engaged in the field of air balancing services.

Contractor must be certified in Air balancing and must be licensed and insured for this type of work.

Contractor shall be certified by either AABC (Associated Air Balance Council) or NEBB (National Environmental Bureau) and provide personnel who are AABC or NEBB certified and qualified to do air balancing.

Contractor shall provide certification as required by the Joint Commission on the Accreditation of Healthcare Organizations (JCAHO) with a valid 30-hour safety card for personnel identified to work on this requirement.

Contractor shall follow all the Department of Veterans Affair Administrations, State, Federal and OSHA rules and safety regulations.

8. WORKING HOURS:
All work shall be performed at East Orange for the following areas evenings After 5:00pm or weekends.
O.R. s, SPS, Endoscopy, Dental, Pharmacy, Histology, Cath Lab, the Morgue, Gamma Camera, Radiation Therapy and Radiology.

Lyons and all other areas at East Orange can be done between the hours of 8:00 AM to 4:30 PM, Monday to Friday excluding Federal Holidays. Contractor shall not perform work outside of these hours without prior approval from COR/Facility Manager. Â
