Contract Opportunity

The Federal Bureau of Prisons, Community Treatment Services (CTS) Contracting Office; Washington, D.C. is seeking quotes from sources having the ability to provide community-based outpatient Substance Abuse, and Mental Health Treatment services for male and female Adults in Custody (AICs) residing at the local Residential Re-entry Center (RRC) and on home confinement in the Monroe, LA. Services are needed within a ten (10) mile radius of the Monroe City Hall, 400 Lea Joyner Memorial Expressway, Monroe, LA 71201 and within a 1/2 mile access to public transportation stops. This requirement will ensure the contractor is located within walking distance of public transportation, so that AICs are not subject to walking long distances in inclement weather, and accountability of AICs are maintained.

Performance periods under this contract are planned for a one-year base period to begin on April 01, 2025, with four (4) one-year option renewal periods with service ending (if all options are renewed) on March 31, 2029. The following treatment services are to be provided by clinicians who currently hold a professional license to practice independently, without supervision, in the State of Louisiana.

The services shall be in accordance with the Federal Bureau of Prisons (Bureau) Statement of Work, Community Treatment Services, 2022. The request for quote will be available on or after January 09, 2025, and will be distributed solely through the General Services Administration’s web site http: //www.sam.gov. Hard copies of the request for quote will not be available. The sam.gov site provides downloading instructions. This requirement is set-aside for Total Small Business. The Bureau anticipates awarding a firm-fixed price, IDIQ contract with a Guaranteed Minimum and an Estimated Maximum.
