The City of Lebanon (the City) is engaged in a project to build five (5) affordable, work force housing cottages during the summer of 2026 on City owned land. The City intends to sell these cottages at cost to City, School District, or Lebanon Housing Authority employees as a means to directly address the housing crisis facing local government employees. The City seeks proposals for the provision of the modular housing units.
The current plan is to install factory built modular cottages on full foundations, with each cottage made up of two (2) modules providing approximately 1,000 sf of finished living space. The attics will be inaccessible. The basements will be set up for owner finishing in the future.
City forces, supplemented by a hired project manager, will serve as the general contractor. Both City personnel and the project manager have extensive direct experience with modular construction at this scale. The City will let contracts directly to sub-contractors for site work, foundations, setting and finishing crews, MEP trades, and other required work.
The plans show a concept design for the four identical cottages (note cottages 4 and 5 will be flipped in orientation to fit the site), and cottage 1, which is a Type A accessible home. The attached outline specifications should serve as a guide as to the general level of fit-out and finishes desired.
The City is prepared to pay for pre-construction design fees upon selection of the Manufacturer, but will not place an order for actual construction of the modules until after an affirmative vote of the City Council to proceed with construction. The City Council vote is expected in January 2026. The City reserves the right to cancel the project at any time for any reason.
