The body of the email shall include the bidder’s general contractor’s license number or otherwise the bid shall be rejected. Any bid received after the scheduled closing time for receipt of bids will be rejected. Pre-qualification of bidders is not required.

The City of Bessemer c/o Besemer Airport Authority is requesting sealed proposals for the furnishing of all
labor, materials and equipment and performing all work necessary for the Drone Cage Sitework Project at
Bessemer National Airport. Bids shall be submitted via email to Tim Wasyluka, Executive Director, at
tim.wasyluka@bessemerairportauthority.com with a copy to Jennifer Farineau, at
jennifer.farineau@gmcnetwork.com, no later than 5:00 pm CDT on Tuesday, December 9, 2025.
The bid shall be attached to the email in PDF format. The subject line of the email shall state the name of
the Project. The body of the email shall include the bidder’s general contractor’s license number or
otherwise the bid shall be rejected. Any bid received after the scheduled closing time for receipt of bids
will be rejected. Pre-qualification of bidders is not required.
A Pre-Bid Meeting via Microsoft Teams is scheduled for Tuesday, December 2, 2025 at 11:30 am CDT.
Attendance is non-mandatory, but encouraged. The meeting information will be provided to plan holders
upon request.
Major items of work include: Clearing, grading, fencing and parking lot.

The Issuing Office for the Bidding Documents is Goodwyn Mills Cawood, LLC, located at 117 Jefferson St.

Copies of the Bidding Documents may be obtained from the Issuing Office, during the hours indicated above,
upon payment of a one-time administrative fee of $20.00 for digital access/file sharing access. Said cost
represents the cost of printing, reproduction, handling, and distribution, therefore no refund will be granted.
Checks for Bidding Documents shall be payable to “Goodwyn Mills Cawood, LLC.” Partial sets of Bidding
Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for
full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the
Issuing Office.
Each proposal must be accompanied by a bid guaranty in the amount of five (5) percent of the total amount
of the bid, but not to exceed $50,000. The bid guaranty may be by certified check or bid bond made payable
to the City of Bessemer c/o Bessemer Airport Authority.
All Bidders bidding in amounts exceeding that established by the State Licensing Board for General
Contractors must be licensed under the provisions of Title 34, Chapter 8, Code of Alabama, 1975, and must
show evidence of license before bidding or bid will not be received or considered by the Engineer; the Bidder
shall show such evidence by clearly displaying the license number in the body of the proposal email.
Bids may be held by the City of Bessemer c/o Bessemer Airport Authority for a period not to exceed one
hundred twenty (120) days from the date of the bid opening for the purpose of evaluating bids prior to award
of contract.
Award of contract is subject to requirements in the contract documents including, but not limited to, the
following Federal provisions:
1) Buy American Preference
2) Civil Rights – Title VI Assurances
3) Equal Employment Opportunity
4) Davis Bacon
5) Debarment and Suspension
6) Foreign Trade Restriction
7) Lobbying Federal Employees (Required for contracts over $100,000)
8) Recovered Materials
The City of Bessemer c/o Bessemer Airport Authority reserves the right to reject any and all bids and to waive
any informality or irregularity in the bids received.
