Description
PURPOSE: The purpose of this Request for Proposal (RFP) solicitation is to establish a contract(s) with a Contractor to provide operation and maintenance of closed sanitary landfills for Minnesota Pollution Control Agency (MPCA), on an as needed basis. There are presently 112 landfills maintained by the MPCA Closed Landfill Program (CLP) located throughout the State of Minnesota. See Exhibit C: Specifications, Duties, and Scope of Work attached in the Sample Contract and Exhibits document attached to this solicitation. Exhibit E contains the map of the current landfill locations.

TECHNICAL PROPOSAL: Submit one document in pdf format titled "Technical Proposal" that contains 1.1 through 1.5 and in the same order as expressed and detailed in the Request for Proposal Document - Section 4 Proposal Content (see this section for detailed instructions).

WORK PLAN NARRATIVE AND BUDGET FOR SITE SCENARIO: Complete both a narrative and cost spreadsheet based on the hypothetical site scenario listed in the Request for Proposal Document - Section 4 Proposal Content, Item 2. Detailed instructions are provided in this document. The cost spreadsheet is attached to this solicitation, titled "Work Plan Budget". Complete this spreadsheet and submit with your narrative. Work Plan budget should reflect one year's worth of services and include any estimated subcontractor costs.

EXHIBIT D PRICE SCHEDULE: Complete and submit the Exhibit D Price Schedule with your response. You must provide a price for all four mandatory staff classifications listed to be considered for an award.

OPTIONAL SITE VISITS: These are optional. Site visit requests should be requested asap, but MUST be received by the contact person by July 17, 2025. Only one site visit per responding company. Contact Shawn Ruotsinoja at shawn.ruotsinoja@state.mn.us for site visit requests.

SUBMITTING QUESTIONS. The deadline for submitting questions is July 23, 2025, at 4:00 p.m. CT. Questions must be submitted in writing to Mandy Flum at mandy.flum@state.mn.us. All questions received by the due date and time will be responded to via an addendum.

Fax responses and non-electronic responses will NOT be accepted. All responses must be submitted on-line through the SWIFT Supplier Portal before the Event Due Date and Time. Late responses will not be accepted. SWIFT HELP DESK.
