REQUEST FOR PROPOSAL (RFP)
The Ohio Department of Health (ODH) is soliciting proposals for professional services.
1. PROJECT INFORMATION:
1.1. Project Title: State Pharmaceutical Stockpile Vendor Managed Inventory
1.2. Solicitation Posting Date: Tuesday. November 25th, 2025

1.4. Inquiry End Date: Tuesday, December 16th, 2025, by 3 p.m. All questions must be submitted via
Ohio Buys. Questions received after this date will not receive a response.
1.5. Solicitation End Date: Thursday, December 18th, 2025, by 3 p.m. All required application
components must be received by December 18th, at 3 p.m. Applications must be submitted via
Ohio Buys. Each application component must be clearly labeled.
1.6. Project Background: The Ohio Department of Health (ODH) is looking to develop a state cache
intended to provide pharmaceutical medical countermeasures (MCMs) for immediate care until
other resources could be made available to improve health outcomes during public health and
healthcare events. These hazards in addition to supply chain shortages and instability create a
need for an agreement with a third-party vendor to manage a cache of various MCMs for the
state stockpile. Priorities for the vendor managed inventory include: 24/7 monitoring of the
cache, 24/7 access to the cache within one hour of request, continuous stock rotation to ensure
no product is within six months of expiration.
1.7. Project Objective: The goal of the state cache is to bridge the gap between Ohio’s on-site
resources on select MCMs and the arrival of medical and other supplies from the Strategic
National Stockpile and/or usual re-supply of systems. The state cache is necessary to improve the
outcomes of patients during high risk events by enhancing the ability for the state to provide
MCMs in a timely manner. This will include preventing the expiration of a state cache of
pharmaceuticals by awarding a contract to a vendor for stock monitoring, repackaging, and
rotation. Products for the cache will be selected based on anticipated threats.
1.8. Projected Estimated Budget: $46,314.44 Not to Exceed

ODH reserves the right to execute multiple agreements with awarded provider to fulfill the
entire project period, subject to and contingent on the discretionary decision of the Ohio
General Assembly to appropriate funds (if needed) for the biennium, satisfactory performance
of the awarded providers and the needs of the Ohio Department of Health
1.11. Agreement Term: 11/1/2025-6/30/2026 with up to four (4) years of additional Renewal Terms
may not exceed after 6/30/2030.
1.12. Renewal Terms: 48-months optional renewal period(s) dependent upon the receipt and approval
of funds to ODH for this project, this agreement may be renewed into four 12-month terms.
• Renewal Optional Year 1: 7/1/2026 - 6/30/2027.
• Renewal Optional Year 2: 7/1/2027 – 6/30//2028.
• Renewal Optional Year 3: 7/1/2028 – 6/30/2029.
• Renewal Optional Year 4: 7/1/2029 – 6/30/2030.
At the sole option of ODH, ODH may extend this Contract past the initial Agreement Term for a
period of ninety (90) days. Renewal terms may be exercised by mutual agreement between the
Contractor and ODH. The cumulative time of all mutual renewals may not exceed four (4)
additional years and are subject to and are contingent upon the discretionary decision of the Ohio
General Assembly to appropriate funds for this project in each new biennium. If any renewal is
carried out, a new contract will be issued at the beginning of the new biennium. ODH may
evaluate whether a renewal is appropriate considering the satisfactory performance of the
Contractor and the future and continuing needs of ODH’s Programs.
2. PROJECT REQUIREMENTS: Offeror(s) must meet the following mandatory requirements to be
considered for evaluation.
2.1. Contractor Experience Requirement:
2.1.1.Offeror(s) must have experience in managing pharmaceutical stockpiles.
2.2. Candidate Expertise Requirement:
2.2.1. Offeror must have 10 years of service as a wholesaler of dangerous drugs within the State
of Ohio.
2.2.2. Offeror must review https://codes.ohio.gov/ohio-revised-code/section-4729.51 on selling,
purchasing, distributing, or delivering dangerous or investigational drugs.
2.2.3. Offeror must be capable of shipping products from the cache statewide as requested.

2.2.4. Offeror must have the ability to complete appropriate stock rotation and repackaging.

2.4. Mandatory Licenses &/or Certifications Required:
2.4.1.Offeror must have Wholesale Distributors License though the Ohio Board of Pharmacy,
Terminal Distributor of Dangerous Drugs (TDDD) License, Repackage of Dangerous Drugs
License, Third Party Logistics Providers License, DEA Controlled Substance License
3. SCOPE OF WORK AND DELIVERABLES:

Contractor will ensure that stock is continuously rotated to guarantee access to product with
at least six (6) months remaining before expiration. In addition, contractor will offer a
liquidation option to limit or reduce any potential for expiring product.
Contractor will be responsible for the return of any products under manufacturer recall or due
to product expiration, including but not limited to preparation and shipping.
3.1.2
1. Contractor shall issue any credits to ODH for the purposes of purchasing replacement
product.
2. Contractor will make every effort to replenish ODH cache as quickly as possible in the
event of a recall or backorder
3.1.3
Contractor shall have the ability to receive ODH’s existing inventory of antibiotics and
incorporate it into the rotation of stock.
3.1.4
Contractor shall have the ability to initiate direct shipment of product to multiple locations
within an hour of request.
3.1.5
Contractor shall have the ability to repackage bulk inventory as requested by ODH into unit of
use containers.
3.1.6
Contractor shall provide daily real-time awareness reports that include current stock and
expiration dates to the ODH Contract Manager.
3.1.7
Contractor shall have the ability to receive and redistribute assets as requested by ODH, such
as products provided by the Strategic National Stockpile (SNS)

Contractor shall provide 24/7 monitoring of the cache in a temperature-controlled, locked,
and alarmed facility.
3.1.9 Contractor shall ensure all products are stored in accordance with manufacturer guidelines.

Contractor shall grant ODH Contract Manager 24/7 immediate access to the facility and
support staff within one (1) hour of request.
Contractor shall allow ODH to expand inventory as needed to include additional
pharmaceuticals based on need and request.
Contractor shall have the ability to consult on emergency planning and response and engage
with ODH on planning activities for cache distribution.
Contractor shall provide ODH Contract manager with a 24/7 point of contact roster that
includes a primary and two (2) backup contacts. In addition, contractor will provide the ODH
Contract Manager with an updated contact list within five (5) business days of any changes
occurring.
Contractor must maintain certifications and licensure as outlined above.
3.2. Deliverables and Due Dates:

3.2.2 Contractor shall meet with ODH Contract Manager quarterly to discuss
planning and emergency response activities.
