The City of Covington is accepting proposals for the design and development of a new website for the City
of Covington. Sealed proposals must be received by the Purchasing Department, Attn: Scott Cromer in City
Hall by Thursday, April 30, 2026, at 10:00 am.
The City of Covington will consider the competency and responsibility of bidders in making the award. City
of Covington reserves the right to reject any and all bids, to waive informalities and technicalities, to reject
portions of the bids and to award contracts in a manner consistent with the City and laws governing the
State of Georgia.
SCOPE AND SPECIFICATIONS
Vendors are invited to submit a proposal for website design & development for the City of Covington as
specified in the attached proposal packet. The deadline to email questions is 3:00pm on Thursday, April
16th, 2026. Direct all questions to Beth Ivey at beth@cityofcovington.org. Response to questions will be
placed on the city website at https://cityofcovington.org/index.php?section=business-opportunities under
the Website Design 2026-08 RFP by 5:00pm on Monday, April 20th, 2026.
Proposals are due to the City of Covington Purchasing Department, Attention: Scott Cromer, located at
2194 Emory Street NW, Covington, Georgia 30014 if via UPS or Federal Express by 10:00 am on
Thursday, April 30, 2026. If using USPS, please mail proposal to P.O. Box 1527, Covington, GA 30015.
No proposals received after said time or at any place other than the time and place as stated in the notice
shall be considered. No responsibility shall attach to City of Covington for the premature opening of a
proposal not properly addressed and identified.

I. Submission of Proposals
Proposals shall be enclosed in sealed envelopes, addressed to the City of Covington Purchasing
Department with the name of the bidder, the date and hour of opening. Bids must be received in the
Purchasing Department, marked “Website Design RFP 2026-08” no later than the date and time
(determined by the date/time stamp in the department) set forth in the Invitation to Bid. It is the sole
responsibility of the bidder to ensure that his or her proposal reaches the Purchasing Department.
Any addenda should be enclosed in the sealed envelopes as well.
Items / Services offered must meet required specifications and must be of quality, which will
adequately serve the use and purpose for which intended.
Unsigned proposals will not be considered except in cases where bid is enclosed with other
documents which have been signed. The City will determine this.
City of Covington is exempt from federal excise tax and Georgia sales tax with regards to goods
and services purchased directly by City of Covington. Suppliers and contractors are responsible for
federal excise tax and sales tax, including any taxes for materials incorporated in City construction
projects. Suppliers and contractors should contact the State of Georgia Sales Tax Division for
additional information. Tax Exemption Certificates will be furnished upon request.
Information submitted by a bidder in the bidding process shall be subject to disclosure after the
public opening in accordance with the Georgia Open Records Act. Each page of proprietary
information must be identified. Entire bid may not be deemed proprietary.
PLEASE NOTE: Initial payment for website services cannot be made until the beginning of
the 26-27FY. Therefore, work may NOT begin before July 1, 2026.
5000.03 - LOCAL VENDOR PREFERENCE
It shall be the policy of the City of Covington to give local vendors preference given that the quality,
prior performance, availability of service, supplies and materials, delivery schedule and price are
equal.
II. Joint Purchasing
The Newton County Shared Cost Initiative is an effort to lower the cost of goods and services
purchased by public agencies in Newton County through use of shared resources and economies
of scale. Accordingly, public agencies located in Newton County and participating in the shared cost
initiative shall be allowed to purchase identical items and services at the same price and upon the
same terms and conditions as established in this contract.
Participating agencies include the following: Newton County Board of Commissioners; Newton
County Board of Education; Newton County Water and Sewerage Authority; the City of Covington;
City of Oxford; City of Porterdale; Town of Mansfield; and Town of Newborn.

The City of Covington is a municipality in Georgia with approximately 14,000 residents. Covington has grown
exponentially in the last few years, with increased tourism, economic development, and community
engagement. Seeking to offer our citizens functional, aesthetically pleasing websites that are easy to
navigate and meet the new accessibility guidelines for websites, we need to redesign and update the City
of Covington, Covington Police Department (CPD), and Newton County-Covington 911 (911) sites to
fulfill our citizens and customers needs as well as meet ADA regulations.

New Website Goals
The primary goal of this project is to replace the current websites with aesthetically pleasing, user friendly,
intuitive websites. Sites must be easy for City staff to manage/update and provide a wide variety of
services to the citizens of the City of Covington or the end users. The Vendor will provide the City with
information ready, turn-key websites that City staff can immediately begin update. New websites will be
ready to launch by March 2027. PLEASE NOTE: Initial payment for website services cannot be made
until the beginning of the 26-27FY. Therefore, work may NOT begin before July 1, 2026.
The goal for the City is to have websites with the technology to support online services, provide full site
searchability, facilitate content creation and editing, house a calendar of events system and create an overall
inviting and engaging web design interface. The City is requesting qualifications from vendors specializing in
web design services able to meet the requirements in this document for the City, 911, and Covington Police
Departments’ websites. We must have a friendly content management system to update. The ability to
convert existing content from the current site is necessary.
Short Term Goals
1. Retain ease of updating with a content management system (CMS)
2. Retain all current url’s (www.cityofcovington.org - covingtonpolice.com - www.covington-
newton911.com), possibly using the City website as the main site and the CPD and 911 sites
as subsites. However, all sites must retain current url’s and have an autonomous look/feel.
3. All sites must meet updated ADA guidelines.
4. Redesign the websites with a new look and feel reflecting the diverse make up and vision of
the citizens of the City.
5. Public Records Request Management Module for Open Records Request made by the public
Long Term Goals
1. Improve the timeliness of content published to the websites.
2. Expand the services the City offers to citizens on the websites by making the most popular
services easy to locate.
3. Enable updating the look and feel of the websites on an as-needed basis.
4. Fillable forms on the websites instead of PDFs
5. Ensure easy accessibility and navigational user experience, encouraging citizens to return
6. Visually reflect the values and character of the City, 911, and CPD.
7. Mobile version of website must be functional and easy to navigate on phones and tablets.
8. Launch new websites prior to March 2027

Redesign the information architecture of the City’s website.
Redesign the look and feel of the website.
Identify and formalize use of web social networking, ADA, and Search tools.
Identify and provide web information management tools to comply with the State of Georgia
Public Records retention guidelines. This will include the storing of each information update.
