This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation document will not be issued.
The solicitation is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-05, effective on August 7, 2025.
This solicitation is set-aside for Service Disabled Veteran-owned Small Business (SDVOSB). The associated North American Industrial Classification System (NAICS) code for this procurement is 339112 Surgical and Medical Instrument Manufacturing, with a size standard of 1,000 employees.
The Department of Veterans Affairs, Network Contracting Office (NCO) 8 in San Juan, has a requirement for orthopedic surgical items at the VA Caribbean Healthcare System (VACHS) located in San Juan, Puerto Rico, in accordance with the terms and requirements herein. See attached document containing Request for Quote (RFQ), salient characteristics, and instructions to offerors. A Price/Cost schedule containing the contract line items, and description is attached. Detailed specifications and requirements are provided in the attached RFQ document. To be eligible for the award, prospective offerors must be registered in the System for Award Management (SAM) Internet site, https://sam.gov/content/home .
