Description

This is a Special Notice of intent to procure six custom battery packs manufactured by Electrochem for use in the National Marine Fisheries Service (NMFS) Pacific Islands Fisheries Science Center’s Seaglider SGX autonomous vehicle. The required supplies must be compatible in all aspects (form, fit, and function) with the existing Seaglider system. Battery packs are custom made to fit within the Seaglider body and provide appropriate power to maintain mission durations up to and exceeding 2 months duration. The Seaglider system cannot function with other battery pack configurations.



PIFSC requires the purchase of:



Electrochem item #: 3PD1496 - main pack



Electrochem item #: 3PD1632 - forward pack



Electrochem item #: 3PD1633 - aft pack



Six (6) total sets



The Government intends to negotiate a firm-fixed-price purchase order with an approximate delivery date of November 1, 2025. The NAICS code for this procurement is 335910 with a corresponding size standard of 1,250 employees.

HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE CONTRACTING OFFICER VIA EMAIL AT STEPHANIE.M.GARNETT@NOAA.GOV NO LATER THAN SEPTEMBER 11, 2025. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
