BLUE HERON PEDESTRIAN BRIDGE – DECKING AND COLUMN REPLACEMENT
FOR
CITY OF LAKE OSWEGO
LAKE OSWEGO, OREGON
Bid Closing Time: 2:00 p.m., local time, Thursday, February 12th, 2026
SCOPE OF WORK: Replace approximately fifty (50) timber deck boards and provide and install six (6) replacement timber columns at the Blue Heron Pedestrian Bridge. The Blue Heron Pedestrian Bridge is located adjacent to the intersection of South Shore Boulevard and Blue Heron Road (Lat./Long. 45.402018, -122.709288).
For this project and contract, implement the approved Traffic Control Plan and close the pedestrian bridge during on-site work hours to allow construction repairs to be performed. Provide temporary traffic control measures in accordance with the conditionally approved Traffic Control Permit.
Prepare and submit a Contractor’s Structural Engineer’s Structure Load Rating analysis and evaluation, followed by a Contractor’s Design for Temporary Works / Temporary Structures and Bracing Plan. The Temporary Works / Temporary Structures and Bracing Plan shall be based on the completed Structure Load Rating and submitted prior to scheduling on-site work activities.
For this project, the pedestrian bridge shall be closed at the start of each workday and reopened for pedestrian use at the end of each workday through project completion. Refer to the Bid Form and Contract Specifications for all identified work items.
COMPLETION: Project Substantial Completion shall be June 11, 2026 and Project Final Completion shall be June 25, 2026. Refer contract documents for additional project milestones.
MANDATORY PRE-BID MEETING:
A Mandatory Pre-Bid Conference will be held at 11:30 a.m., local time, on Thursday, January 15, 2026, via online streaming and telephone conference. Any bid submitted by a bidder who has not attended the Mandatory Pre-Bid Conference will not be accepted and will be returned unopened. PUBLIC WORKS/PUBLIC IMPROVEMENT PROJECT. This project is subject to Oregon minimum wage rate requirements of ORS 279C.800 through 279C.870 and Federal minimum wage rate requirements of the Davis-Bacon Act – 40 U.S.C. 3141 to 3148.

The City will investigate and determine the qualification of the apparent successful Bidder as part of its evaluation of the responsive Bid with the highest points. See Special Provisions section 00120 – Bidding Requirements and Procedures.
Because the City’s estimate of the contract value is $100,000 or greater, Bidders must submit a First Tier Subcontractor Disclosure Form, provided in the Bid Documents, to the City no later than 4:00 pm local time on the date for the receipt of Bids. The First Tier Subcontractor Disclosure Form shall be submitted electronically to the same link as the Bid.
QUESTIONS/CLARIFICATION: Questions about meaning or intent of the Bid Documents shall be submitted through the project bid site no later than seven (7) days prior to Bid Closing Time. Clarifications to the Bidding Documents will be made by addenda only. Oral statement may not be relied upon and will not be binding or legally effective.
