The Naval Air Systems Command (NAVAIR) has awarded a Cost-Plus Fixed Fee (CPFF) contract to Raytheon BBN Technologies Corporation, 10 Moulton Street, Cambridge, MA 02138-1119 for the procurement of software design, development, and improvement of the Ground Replay System (GRS) engineering tool, which is used for high-fidelity mission reconstruction of P-8 sorties. The primary objective focuses on expanding GRS engineering tool to support new Air Anti-Submarine Warfare (ASW) capabilities in expanding coherent processing and displays required for a Multi-static Active Coherent Enhancement (MAC-E) and UnderSea Advantage (USA) Post Flight Analysis (PFA) capability.
This contract was awarded on 5 June 2025 in the amount of $12,880,875. The period of performance is 60 months. This acquisition was conducted on a sole-source basis under statutory authority of Title 10, U.S.C. Section 3204(a)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." A determination by the Government not to compete this effort is solely within the discretion of the Government. This effort is covered under the Justification and Approval (J&A) number 25-0068.
