The National Geospatial-Intelligence Agency (NGA) has awarded a FFP contract for High-Performance Computing Supercomputer to the University of Illinois. The acquisition is supported by the attached justification.
As stated in FAR 6.302-3(a)(2)(ii), full and open competition need not be provided for when it is necessary to award the contract to a particular source or sources “in order to establish or maintain an essential engineering, research, or development capability to be provided by an educational or other nonprofit institution or a federally funded research and development center.” Furthermore, as set forth in FAR 6.302-3(b)(2)(iii), the use of this authority may be appropriate when it is necessary to “contract for supplies or services as are necessary incident to paragraph (b)(2)(i) or (ii) of this section.” Additionally, per the 2025-NGA-OCCL-9043 memo, “NGA’s Source Directorate plans to establish a sole-source contract directly with the University of Illinois to purchase the computer, support follow-on operations, and allow the use of the supercomputer for research, development, test and evaluation from other NGA and outside organizations.” This memo details the congressional intent when funds were provided to NGA for the purchase of a “supercomputer” that would be managed by the University of Illinois.
