REQUEST FOR PROPOSAL
The City of Pigeon Forge is requesting proposals from Information Technology Service &
Network Distribution Providers interested in the opportunity to be the exclusive in-house
provider of retail and complimentary information technology services for LeConte Event Center
at Pigeon Forge.
The City of Pigeon Forge will contract an Information Technology (IT) provider for a term of four
(4) years commencing on November 1, 2026.
Proposal submittals will be received until 10:00 a.m., Wednesday, September 9, 2026
addressed to LeConte Center at Pigeon Forge, P.O. Box 1390, Pigeon Forge, TN 37868-1390 or
hand delivered to 135 Jake Thomas Road, Pigeon Forge, TN 37863. Proposals and qualifications
must be submitted in a sealed envelope with providers company name and “IT Provider”
labeled on the front.
The Provider's General Scope of Services:
Provide IT services for city staff, events promoters, event vendors, and event
attendees. Events include but are not limited to stage production events,
sporting events, auto shows, and trade shows
Provider will publish rates for services and equipment at LeConte Events Center,
manage and fulfill all IT orders, invoice and collect fees from event promoters
and vendors, and provide full financial accountability to facility management to
include facility fee for revenue sharing as designated in agreement at 20% of
annual event related revenue in excess of $15,000 within the 12-month period.
Services required include:
o Customer calls and emails explaining and gathering needs and delivery
options.
o Order documentation, billing, and necessary follow up.
o Network design and pre-planning related to wired and wireless services,
bandwidth, RF needs, addressing, QoS, security, critical devices, and
temporary infrastructure.
o Responsible for IT equipment deployment at move in to include
configuration and testing. Run, terminate, and test cabling; configure ports,

VLANs, SSIDs, in concession kiosk needs along with temporary access points,
validation and documentation of services provided.
o Live event network operations and support to include monitoring network
performance, perform RF checks, customer support, support critical devices,
troubleshoot connectivity, and maintain operational coverage throughout
event hours.
o After hours support by providing onsite or remote service to complete
changes, respond to issues, and verify services for the next day.
o Post event tear down and restoration by recovering temporary cabling and
equipment, removal of temporary configurations, disabling of event ports by
returning the network to baseline.
o Infrastructure and maintenance service including firmware update, repairs,
equipment replacement, cabling, AP changes, security and performance
improvements, testing, and documentation of services during non-event
periods.
o Providing facility technology and low voltage assistance that varies by
request and event needs.
o Professional Development and operational readiness through certification
study, vendor training, documentation, and technical research performed
during operational downtime or standby.
o Provide trained and certified labor to include MEWP certification for qualified
operation of aerial platform lifts.
o Management of the digital advertising program inside LeConte Center which
currently includes 9 screens (5 permanent and 4 mobile) to include receiving and
preparing content, scheduling and publishing content, making formatting
adjustments, troubleshooting display issues, and supporting signage needs
associated with events. Provider also sells advertising on screens to business
licensed within the City of Pigeon Forge and agrees to a facility fee for revenue
sharing equal to 60% of total advertising sales.
o Security certifications and reporting in addition to use and utilization reporting
The Provider's General Equipment to Provide: (currently deployed at LeConte Center)
15 Fortinet wireless access points or equivalent
Second aggregation switch to provide redundancy
2 Cisco Core Switches model 6509 or equivalent
9 Cisco Access Switches model 3560 or equivalent

All software/hardware licensing and support
28 SFP transceivers
9 Content management systems to support video content for digital advertising and
signage program
9 large screen televisions (5 permanent and 4 mobile) for video content
4 mobile large screen television stands
Miscellaneous tape, cables, fiber, jumpers, and equipment
Requirements:
Training for the facility's Operations and Maintenance personnel to assist in the basic support
and troubleshooting procedures
Onsite support for events
Provider to supply all necessary equipment, cabling, cable floor guards, and distributional panels
that meets all life safety code requirements.
Furnish professionally trained and licensed (where required) labor with all equipment meeting
local, state and national code requirements.
Insurance:
Information technology service provider awarded the contract must provide a certificate
of liability insurance in the amount of one million dollars ($1,000,000) with the City of Pigeon
Forge listed as an additional insured as well as proof of business automobile liability of no less
than $500,000 per occurrence, and Workman’s Comp Insurance, if applicable.

The City reserves the right to reject any or all proposals or to accept the proposals deemed
