1. INTRODUCTION
San Juan County, Utah ("County") is soliciting bids from qualified firms to provide professional
Geographic Information System (GIS), cadastral mapping, and parcel fabric development
services for the redevelopment and remapping of San Juan County's digital parcel map system.
The County seeks a highly accurate, countywide parcel fabric built from source legal
documents, surveys, plats, deeds, Public Land Survey System (PLSS) control, and related
cadastral records. The intent of this project is to improve parcel accuracy, standardization,
maintainability, and long-term GIS functionality throughout San Juan County.
2. PROJECT OBJECTIVES
* Redevelop and remap San Juan County parcel data using current GIS best practices
* Improve parcel spatial accuracy countywide
* Integrate with existing technologies to provide automated updates
* Ability to integrate with AI technologies
* Ability to simplify curves from shape files
* Include monuments with specific types
* Align parcel data with updated PLSS control
* Ensure an accurate ArcGIS Pro Parcel Fabric
* Incorporate subdivision plats, metes and bounds descriptions, rights-of-way, and other
cadastral features
* Preserve and support historical parcel lineage and maintenance
* Improve interoperability with County enterprise GIS systems
* Create a long-term maintainable cadastral framework for County staff
* Provide training to County GIS and recorder staff for future maintenance
3. BACKGROUND
San Juan County currently maintains digital parcel mapping data of varying ages, accuracies,
and methodologies. The County desires a complete redevelopment of its parcel mapping
framework using modern parcel fabric standards and current source documentation.
The County anticipates that approximately 9,000 parcels may ultimately require redevelopment.
Recommendations reviewed by the County indicate that the most accurate approach includes
redevelopment using original source documents, updated PLSS control, and standardized
construction
Methodologies. The County recognizes that the selected consultant may recommend phased
implementation, pilot development, or full countywide redevelopment.
4. SCOPE OF SERVICES
The selected consultant shall provide all labor, software expertise, project management, GIS
development, and technical services necessary to complete the project.

Services shall include:
* Project planning and standards development
* PLSS redevelopment
* Parcel fabric development
* Enterprise GIS deployment
* Interim deliverables and review
* County staff training
5. COUNTY RESPONSIBILITIES
The County anticipates providing available records and data including:
* Existing parcel fabric data
* Tax database information
* Legal descriptions
* Plat records
* Recorded surveys
* Existing aerial imagery
* Existing PLSS control data
The County does not guarantee completeness or accuracy of existing records.
6. PROJECT DELIVERABLES
Deliverables shall include:
* Accurate complete ArcGIS Pro Parcel Fabric geodatabase
* Updated countywide PLSS framework
* Parcel topology and coincident alignment
* COGO-enabled parcel attributes
* Rights-of-way and subdivision layers
* Metadata and documentation
* QA/QC documentation
* Training materials
* Final project report
7. DESIRED QUALIFICATIONS
Consultants should demonstrate:
* Experience with ArcGIS Pro Parcel Fabric development
* Experience in countywide cadastral redevelopment
* Knowledge of PLSS systems
* Experience working with Utah counties or western land records
* Experience with assessor mapping systems
* Familiarity with Esri enterprise GIS deployment
* Qualified GIS professionals, surveyors, and cadastral specialists
8. PROJECT SCHEDULE

10. EVALUATION CRITERIA

* References 5%
* Highest Scoring proposal will be awarded the solicitation.
11. TERMS AND CONDITIONS
* San Juan County reserves the right to reject any or all proposals.
* San Juan County reserves the right to waive informalities or technicalities.
* The County is not liable for costs incurred in proposal preparation.
* Any contract resulting from this RFP shall be subject to approval by the San Juan County
Commission.
