The Department anticipates awarding a design-build contract (the “Agreement”, “Contract” or “Design-Build Agreement”) to the Offeror whose Proposal is most advantageous to the District pursuant to the evaluation and award criteria in Part 3 of this RFP. The Project includes full design and construction services for Hart MS and the design, coordination, and execution of an internal swing of approximately.
The Design-Builder shall design and construct the renovation of the existing building footprint to the Educational Specifications (“Ed Specs(s)” or “Educational Specifications”) to bring it in line with the District of Columbia Public Schools (“DCPS”) Ed Specs. The Design-Builder will also be responsible for designing, coordinating, and executing an internal swing plan to keep the school population on-site throughout the Project. It is expected that a bubble/tent and kitchen trailer will be added to accommodate the swing site. The school will likely become a permanent swing site following the completion of the Hart MS modernization, and the design shall accommodate this consideration; this means that in the future, another school will co-locate on the campus with Hart MS. The Design-Builder shall work with DGS, and DCPS in an early planning phase on how best to approach the internal swing with consideration given to future co-location, security, site safety, constructability, phasing, and cost. It is expected that both the swing portion and the modernized portion of the Hart campus will have separate control systems. HVAC systems and utility connections/accounts.
The historic Hart Middle School was built in 1955, with an addition following in 1964, and is located on Oxon Run Park. The building has had several additional construction projects, including a Phase 1 Modernization in 2011, a new elevator in 2021, and a tenant space upgrade in 2022. The building has an existing photovoltaic system, which will be removed before construction commences unless otherwise possible to keep in space throughout the Project. The original 1955 building is more than the Project Ed Specs; however, it is expected that the whole of this portion of the building will be modernized and is estimated to be about 135,000 square feet.
