Project Description: Sheetz, Inc. will receive sealed bids for the Sheetz Camp Hill HOP Project. The scope of work generally includes clearing and grubbing, excavation, stormwater, concrete curb and sidewalk, ADA ramps, full depth pavement, milling and overlay, signs, pavement markings and associated work. Bids will be submitted on https://pennbid.bonfirehub.com/ and will remain open until May 5, 2025 at 3:00 PM at which time the Bids will be opened, and a summary of the results will be made public after Bids are due. Faxed bids will not be accepted.
The work indicated will be at a minimum, partially funded via Multimodal Transportation Fund (MTF) grants from the Commonwealth of Pennsylvania acting through the Commonwealth Financing Authority. The bidding process, contract, and conduct of the work must meet the requirements of the MTF grant agreements, which has been entered into by Koloman Development, LLC, and the Commonwealth of Pennsylvania. The agreement(s) obligates Koloman Development, LLC to certain compliance requirements. If said compliance requirements are not followed, funding for the project will be at risk. Bidder’s attention is directed to the Technical Specifications Section of the bid package, which contains the MTF Reimbursement Agreements and related Additional Special Provisions as an attachment. These documents outline the specific requirements of the MTF program. Submission of a bid for this Project will be considered the Contractors acknowledgement of these requirements and commitment to adhere to the same.

For bidders who are not the winning bid; there are absolutely no fees. All questions shall be submitted to https://pennbid.bonfirehub.com/.
Bids are to be submitted on https://pennbid.bonfirehub.com/. Each bid shall be accompanied by a bidder’s bond, certified check or cashier’s check, in favor of Sheetz, Inc. in the amount of not less than 10% of the total amount of the bid. The successful bidder shall be bound to furnish and pay for a Performance Bond and a Labor & Material Payment Bond in an amount equal to one hundred percent (100%) of the contract price, on bond forms provided by Sheetz, Inc..
A pre-bid meeting will be held virtually on April 22, 2025 at 11:00 AM. All plan holders will receive a notification on April 21, 2025 with instructions for how to access the virtual pre-bid meeting for this project.
All bidders must be PennDOT pre-qualified and must complete a non-collusion affidavit. This contract is in accordance with the Pennsylvania Prevailing Wage Act, and the successful bidder shall pay no less than the Wage Rates determined for the project as stated in the Contract documents. There is a zero percent verify requirement for MBE and/or WBE participation.
Award of the Contract, if the contract is awarded, will be to the lowest responsible bidder, however Sheetz, Inc. reserves the right to reject any and or all bids on any basis and to waive any informality in the bidding, as permitted by law. No bidder may withdraw a bid after the actual date of the opening thereof. Bidders must submit with their bids, the non- collusion affidavit contained in the contract documents.
