Description

The United States Air Force (USAF) Test Pilot School (TPS) requires Curriculum Development and Analysis Support. This is the official synopsis and solicitation for the Curriculum Development and Analysis Support. The USAF Test Pilot School is interested in a non-personnel service contract to be awarded with a Firm-Fixed Price (FFP) structure to the vendor who can meet all the needs of the Curriculum Development and Analysis Support.



Please see the attached Performance Work Statement (PWS) for more details.



Interested parties must be able to meet the following requirements:



(i) This is a combined synopsis/solicitation for commercial products prepared in accordance with the format in R-FAR 6.102(b), as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested, and another solicitation will not be issued.

Interested parties who believe they can meet all the requirements for the products described in this synopsis are invited to submit, in writing, a complete quote.



Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.



Any anticipated awardee must be able to meet the specific flying qualifications and provide the following:



The Contractor should be considered a world-recognized expert in the field of flight sciences with a minimum of 25 years of professional flight test experience in military aircraft. The Contractor shall have an earned master's degree or equivalent in Aerospace Engineering or a related field from an accredited United States university. The Contractor shall have experience developing flight envelope expansion instruction and with envelope expansion flight instruction. The Contractor shall also have experience developing variable-stability instruction and instructing in variable-stability aircraft. The Contractor shall have experience with AI controller integration into manned air platforms. The Contractor shall have demonstrated the ability to work with students to plan, execute, analyze, and report on flight test research and development programs. The Contractor shall have extensive experience teaching flight test academics in a formal classroom, having achieved the full academic/faculty rank of professor (or equivalent) or higher.



The Contractor shall provide all management, personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform curriculum development analysis and support.



This solicitation is issued as a Request for Quote (RFQ).



(iii) This solicitation document and incorporated provisions and clauses are in effect through R-Federal Acquisition Circular 2026-07 and R-DFARS Change 05/07/2026.



(iv) The North American Industry Classification System (NAICS) number for this acquisition is 541519 “Other Computer Related Services” with a size standard of 34,000,000 dollars.



(v) Delivery and Period of Performance: Delivery Date is estimated no later than 30 Days ARO.



(vi) The provision at R-FAR 52.212-1, Instructions to Offerors—Commercial Products and Commercial Services (Deviation Date), applies to this acquisition. Provisions and clauses can be viewed via internet at Acquisition.gov, https://www.acquisition.gov/.

The solicitation provides that quotations will be evaluated using the Best Value Curriculum. The technical acceptability factor contains one subfactors: (1) Ability to provide the requested products. The agency will first rank quotations according to best value, from highest to lowest, and will evaluate the highest ranked value quotation as either technically acceptable or unacceptable, reserving the right to evaluate additional quotations for technical acceptability if deemed to be in the best interest of the government. The second subfactor is that the contractor meets the flying qualification of having at least 25 years of experience; and the contractor must have earned a Master’s degree or equivalent in in Aerospace Engineering or a related field from an accredited university from the United States.

The Government will award a delivery order resulting from the RFQ to the responsible offeror whose quote is responsive to the RFQ and considered to be the awardee based on LTPA.



(viii) Offerors shall include completed copies of applicable provisions, which are included in the SF1449. Offers will be considered incomplete if these are not included with the quote.



(iv) The clause at R-FAR 52.212-4, Contract Terms and Conditions— Commercial Products and Commercial Services (Deviation Date), applies to this acquisition.



(x) Additional Contract Requirement or Terms and Conditions: Please find a contemplated list of additional provisions/clauses in the attachments; the final list of clauses is dependent upon actual dollar value of the contract award and may change from those provided in the attachment.

(xii) Quote Submission Information:



It is the government’s intent to award without discussions. Therefore, each initial quote should contain the offeror’s best terms from a price and technical standpoint. However, the government reserves the right to conduct discussions if the Contracting Officer (CO) determines that discussions are necessary.



Offers are due by 18 September 2026 at 11:59 PM, Pacific Daylight Time (PDT).
