NOTICE INVITING SEALED INFORMAL BIDS
FOR
CLEARWATER BUILDING - EXTERIOR STAIR REPLACEMENT CIP 9671
IN THE CITY OF PARAMOUNT
Public notice is hereby given that the City of Paramount ("City"), invites sealed informal
bids for the above-stated project ("Project") and will receive such informal bids in the office
of the City Clerk, 16400 Colorado Avenue, Paramount, California 90723, up to the hour
of 10:00 am on September 23, 2026, at which time they will be publicly opened and read
aloud. Bids must be received by the City Clerk by the foregoing date and time. NOTE:
bidders assume all responsibility for untimely and/or non-delivery of their bids.
A pre-bid meeting is scheduled for Wednesday, September 16, 2026, at 10:30 AM to
11:00 AM. This meeting is to inform bidders of project requirements and subcontractors
of subcontracting and material supply opportunities. Bidders' attendance at this meeting
is mandatory. All bidders are required to attend.
The Project includes, without limitation, furnishing all necessary labor, materials,
equipment and other incidental and appurtenant Work necessary to satisfactorily
complete the Project, as more specifically described in the Contract Documents. This
Work will be performed in strict conformance with the Contract Documents, permits from
regulatory agencies with jurisdiction, and applicable regulations. The quantity of Work to
be performed and materials to be furnished are approximations only, being given as a
basis for the comparison of Bids. Actual quantities of Work to be performed may vary at
the discretion of the City Engineer. Copies of the Plans, Specifications, and Contract
Documents are available electronically (PDFs) at no cost. The bid documents may be
obtained by sending an email request to the Public Works Department at
publicworksdept@paramountcity.gov during normal business hours.
Any contract entered into pursuant to this Notice will incorporate the provisions of the
California Labor Code. Pursuant to the provisions of Section 1773.2 of the Labor Code of
the State of California, the minimum prevailing rate of per diem wages for each craft,
classification, or type of workman needed to execute the contract shall be those
determined by the Director of Industrial Relations of the State of California, which are on
file at the City Hall, City of Paramount and are available to any interested party on request.
Five percent (5%) of any progress payment will be withheld as retention. In accordance
with Public Contract Code Section 22300, and at the request and expense of the
Contractor, securities equivalent to the amount withheld may be deposited with the City
or with a State or federally chartered bank as escrow agent, which shall then pay such
sums to the Contractor. Upon satisfactory completion of the Project, the securities shall
be returned to the Contractor. Alternatively, the Contractor may request that the City
make payments of earned retentions directly to an escrow agent at the Contractor's
expense. No such substitutions shall be accepted until all related documents are
approved by the City Attorney.

The successful Bidder will be required to furnish a Faithful Performance Bond and a
Payment Bond. A Payment Bond is required for projects with cost greater than $25,000.
Each bond is to be in an amount equal to one hundred percent (100%) of the Contract
Price. Each bond shall be in the forms set forth herein, shall be secured from a surety
company that meets all State of California bonding requirements, as defined in
California Code of Civil Procedure Section 995.120, and that is a California admitted
surety insurer.
Bids must be prepared on the approved proposal forms in conformance with the
Instructions to Bidders and submitted in a sealed envelope addressed to City of
Paramount City Clerk.
The bid must be accompanied by a certified or cashier's check or by bidder's bond issued
an "admitted surety insurer," made payable to the AGENCY for an amount not less than
10 percent of the amount bid.
No bid will be accepted from a Contractor who has not been licensed in accordance with
the provisions of the Business and Professions Code as further described in the next
paragraph. The successful Contractor and his subcontractors will be required to possess
business licenses from the AGENCY.
All bidders shall be licensed in accordance with provisions of the Business and
Professions Code and shall possess a State Contractor's License, Class "A" (General
Engineering) or Class "C-51" (Structural Steel), at the time of bid submittal. The
successful Contractor and their subcontractors will be required to possess business
licenses from the City.
In accordance with Labor Code Sections 1725.5 and 1771.1, no contractor or
subcontractor shall be qualified to bid on, be listed in a bid proposal, subject to the
requirements of Section 4104 of the Public Contract Code, or engage in the performance
of any contract for public work, unless currently registered and qualified to perform public
work pursuant to Section 1725.5 [with limited exceptions for bid purposes only under
Labor Code Section 1771.1(a)]. See Special Provisions.
Notice is hereby given to Contractor that Chapter 34 of the Paramount Municipal Code
dealing with false claims of contractors provides for an administrative debarment action
for submitting a false claim subjecting Contractor to a potential five (5) year debarment
upon finding that Contractor knowingly submitted a false claim as further set forth in
Chapter 34. Failure to abide by the provisions of Chapter 34 may lead to a disqualification
of the Contractor as an irresponsible bidder and resultant prohibition of Contractor, from
bidding as a Contractor, Subcontractor or Consultant for a period up to five (5) years in
the City of Paramount. Bidder must affirm that neither bidder, nor any officer or controlling
interest holder of bidder is currently, or has been previously, debarred, or is on any
debarred bidders list maintained by the United States Government.

The City reserves the right to reject any or all bids, to waive any irregularity, with bids to
remain valid for 90 days. City will conduct with due diligence to complete bid review in a
timely manner.
