WATER AND WASTEWATER CHEMICALS
I. GENERAL
A. Invitation
1. Notice is hereby given that the Macon Water Authority will receive sealed bids until
12:00 NOON, at the time legally prevailing in Macon, Georgia on Tuesday, August 18, 2026, for
the purpose of contracting for the Authority's annual requirements for WATER AND
WASTEWATER CHEMICALS.
2. Bids envelopes should be CLEARLY MARKED on the outside as "BID FOR WATER
AND WASTEWATER CHEMICALS" and delivered to:

3. NO BIDS WILL BE ACCEPTED AFTER THIS DESIGNATED TIME.
4. Bids will be publicly opened starting at 2:00 PM.

III. INSTRUCTIONS TO BIDDERS
A. Definitions
1. Wherever the term "Owner", "Authority", "MWA", or "Macon Water Authority" occur in
these specifications, it shall mean the Macon Water Authority, a political subdivision of the State
of Georgia acting through its Board of Directors.
B. Bidder's Representation
1. Each bidder, by making his bid, represents that he has:
a) Read and understands the bidding documents; and,
b) Become familiar with the work to be performed.

3. Addenda (if any) issued prior to receipt of bids.

D. Document Discrepancies
1. Should the bidder find discrepancies in, or omissions from, these documents, he shall at once
notify the Macon Water Authority Purchasing Office.
2. Requests for Interpretations of Specifications shall be made in writing to
rhsmith@maconwater.org of the Macon Water Authority Purchasing Office not later than five
o'clock pm on Friday, August 14, 2026.
3. All definitions set forth in the specifications are applicable to this Instruction to Bidders, the
Bid Form and the proposed Contract Documents including any addenda issued prior to receipt of
bids.
a) Addenda are written or graphic instruments issued prior to the opening of bids that
may modify or interpret the bidding documents by deletion, additions, clarifications, or
corrections.
b) It shall be incumbent upon each bidder to check for addenda that may have
been issued and to comply with its contents.
c) Addenda (if issued) will be available as described in section II.A., above.
d) All addenda shall be enumerated in the Bid Form.
e) Addenda will become part of the Contract Documents when the Contract is executed.
E. Purchasing Policy

IV. PRICING
A. Prices shall be stated in units of measure specified in the Bid Document and shall be firm for the
term of the contract.
B. Prices shall include all applicable taxes.
C. Prices shall include delivery, including packing, containers, pallets, etc. All deliveries shall be
FOB Delivered; freight included.
V. BID SUBMISSION
A. All bids should be submitted using the bid forms included herein.
B. Envelopes should be sealed and CLEARLY MARKED on the outside as "WATER AND
WASTEWATER CHEMICALS" and delivered to the Macon Water Authority Purchasing Department,
Attn: Rhonda Smith, 790 Second Street, Macon, Georgia 31201.
C. Material Safety Data Sheets (MSDS) shall be submitted with the bid for all products proposed as
part of this bid.

VI. AWARD
A. The award, if made, will be to that responsible, responsive bidder whose bid, conforming to this
solicitation, will be most advantageous to the Authority, price and other factors considered. The Authority
reserves the right to accept a bid in whole or in part, and to award by line item or lump sum, whichever is
deemed to be in the best interest of the Authority.
B. Under this contract, chemicals shall be ordered and delivered on an "as needed" basis to the water
and wastewater treatment plants in Macon, Georgia.
C. Quantities shown are approximate and are not guaranteed.
VII. CONTRACT
A. If awarded, the contract shall be for twelve (12) months, beginning October 1, 2026, and ending
September 30, 2027. The Contract may, by mutual consent of the parties, be extended for up to three
additional twelve-month (12) periods or any portions thereof, not to exceed a cumulative total of forty-eight
(48) months.
B. Any request for price increases must be made at least ninety (90) days prior to exercising the
option to extend. The Authority will be the sole judge as to whether any price increase will be approved.
C. This contract may be canceled by either party at any time, but not less than ninety (90) calendar
days following receipt of a written notice of cancellation by the other party to such contract.
VIII. DELIVERY
A. Bids shall include all charges for delivery, including packing, containers, pallets, etc. All
deliveries shall be FOB Delivered; freight included.
IX. CHEMICAL STANDARDS
A. All chemicals for use at the water treatment plant shall be ANSI and NSF Standard 60 certified as
a drinking water treatment chemical.
X. RESERVATIONS
A. The bidder acknowledges that the Macon Water Authority reserves full freedom (in addition to the
right to reject any or all bids) in awarding bids to consider all available factors including, but not limited to,
price, the provision of needed and unneeded features, usefulness to the using department and prior
experience.
B. The bidder recognizes the right of the Macon Water Authority to reject a bid if the bidder failed to
furnish any required submittals on the date required by the bidding documents, or if the bid is in any way
incomplete or irregular.
C. The Macon Water Authority may award bids to other than the lowest bidder if in the judgment of
its staff and with approval by its Board, the interest of the Macon Water Authority will be best served by
award to another.
D. By signing the bid documents, the bidder certifies his bid meets the requirements of the
specifications.
E. Manufacturer's names, trade names, brand names, information and/or catalog numbers listed
herein are intended only to identify the quality level desired. They are not intended to limit competition.
The bidder may offer any equivalent product that meets or exceeds the specification. If bids are based on

equivalent products, the bidder shall indicate on the bid form the alternate manufacturer's name and catalog
number and shall include complete descriptive literature and/or specifications along with proof that the
proposed equivalent either meets or exceeds this specification. The Authority reserves the right to be the
sole judge of what is equal and acceptable. If a bidder fails to name a substitute, he shall furnish goods
identical to the bid specifications.

conditions surrounding this project, including the availability of materials and labor, and hereby bid to
furnish all materials and labor, and to perform in accordance with the Contract Documents, within the

performing the Work required under these Specifications, of which this bid is part.

3. We agree to commence actual physical work on site, with an adequate force and equipment
within ten (10) calendar days of a date to be specified in a written order of the Owner.
4. We agree that this bid may not be revoked or withdrawn after the time set for the opening of bids
but shall remain open for acceptance for a period of sixty (60) days following such time.
5. In case of written notification by mail, telegraph, or delivery of the acceptance of this bid within
sixty (60) days after the time set for the opening of bids, we agree to execute within ten (10) days a
Contract for the Work for the above stated compensation.
6. We hereby certify that we have not, nor has any member of the firm(s) or corporation(s), either
directly or indirectly, entered into any agreement, participated in any collusion, or otherwise taken any
action in restraint of free competitive bidding in connection with this submitted bid.

If awarded, the initial term of this contract shall be for the fiscal year October 1, 2026, through September 30, 2027.
However, if funds are appropriated, the initial contract may be renewed for up to three (3) additional twelve (12)
month terms or any portions thereof, up to a cumulative total of forty-eight (48) months. The Authority may
consider price increases at each renewal period of the Contract, provided such proposed increases are reasonable and
acceptable to the Authority.
Macon Water Authority reserves full freedom (in addition to the right to reject any, or all bids) in awarding bids to
consider all available factors including, but not limited to, price, availability, the provision of needed and unneeded
features, usefulness to the using department and prior MWA experience. Hence the Macon Water Authority may
award bids to other than the lowest bidder if in their judgment the interest of the Authority will be best served by
award to another.
