Project Description |

Scope of Work: The Chinatown Public Health Center is a vital healthcare hub serving the Chinatown neighborhood, and this project involves the first comprehensive renovation of this essential facility since it was built in 1969. Operated by the San Francisco Department of Public Health, the 30,000-square-foot, three-story facility built over the east entrance to the Broadway Tunnel, offers a wide range of services including dental care, primary care, behavioral health, and child development. This renovation will include full seismic upgrades and major interior demolition to transform the building into a state-of-the-art health facility. Structural improvements—such as new braced frames, modified pile caps, extended grade beams, and reinforced moment connections—will necessitate traffic controls and phased roadway closures. Site upgrades will feature sidewalk improvements, roadway repaving, and utility trenching, including installation of new electrical service. |

Exterior enhancements include re-roofing, new metal panel finishes, high-performance fenestration replacements, vertical sunshades with maintenance access, and integrated artwork. Interior reconfigurations and comprehensive systems upgrades will improve operational efficiency and overall experience for staff and patients. |

This project is being bid as Best Value Procurement. The Contract, if awarded, will be awarded to the responsible Bidder whose responsive Bid provides the Best Value to the City. The Best Value Bid to the City is equivalent to the lowest Best Value Score. The Best Value Score is determined by an evaluation of 1) Bidder’s Qualification Points and 2) the Bidder’s Cost Bid Basis. The City will divide each Bidder’s Cost Bid Basis by its Qualification Points to determine the Bidder’s Best Value Score. The lowest Best Value Score will represent the Best Value Bid. The Bid Opening and notification of the Best Value Tabulation will be conducted live online via Microsoft Teams. Contract Administration will email the Microsoft Teams meeting information to all Plan Holders approximately 24 hours prior to Bid opening. |
