Invitation for Bids – Sand Hollow South Side HDPE Replacement Project

PUBLIC NOTICE OF INVITATION FOR BIDS FOR SAND HOLLOW SOUTH SIDE PIPELINE REPLACEMENT

The Washington County Water Conservancy District is issuing an Invitation for Bids for Sand Hollow South Side Pipeline Replacement. A copy of the Invitation for Bids is available at wcwcd.gov/procurement.

Project Details: This project will replace approximately 11,000 linear feet of existing 10-inch HDPE potable water pipeline with new 12-inch Ductile Iron Pipe (DIP).

Project Location: Sand Hollow State Park, Hurricane, Utah (within the existing WCWCD easement/right-of-way south of Sand Hollow Reservoir)

Scope of Work: Replacement of approximately 11,000 linear feet of existing 10-inch potable water transmission pipeline with new 12-inch Ductile Iron Pipe (DIP), including tie-ins to the existing transmission/distribution system at both ends of the replacement segment, a temporary bypass system to maintain water supply to services during construction, and connections to existing service connections, mainline branches, and hydrants along the alignment.

Mandatory Pre-Bid Conference: No pre-bid conference is scheduled.

Bids Due: To be responsive to this Invitation for Bids, interested bidders must submit their bids no later than 4:00 PM Mountain Daylight Time on Tuesday, September 29, 2026. Late submissions, including those delayed by technical issues, will not be accepted. Bidders are solely responsible for ensuring their bids are submitted on time.

Additional Information: The District will manage this solicitation through the Kahua Online Bid Room application. All bids must be submitted via Kahua. Kahua is a secure web-based application where bidders receive bid invitations and submit sealed bid proposals. Please see the Invitation for Bids for instructions on accessing Kahua.
