One Time Purchase
Overview
The Commonwealth is soliciting bids for the furnishing and
delivery of one (1) 2027 Tri-Axle Dump Truck with Dump Bed
for the Pennsylvania Game Commission, as detailed in Bid
Specification Section. The Purchase order will be awarded to
the lowest responsive and responsible bidder, with the
Commonwealth reserving the right to make a single award or
award by line item if deemed in its best interest.
• All vehicles supplied under this contract must be
manufactured in North America (United States, Canada,
or Mexico).
• A substantial majority of the vehicle’s principal
components must be assembled in a North American
assembly plant.
• The contractor must provide proof, upon request, that
the vehicle meets the requirements of the Motor Vehicle
Procurement Act (62 Pa. C.S. §§ 3731–3736).

1. Must be an Authorized/Franchised dealer for the
vehicles offered in Pennsylvania
2. Must hold a valid Pennsylvania Dealer License
All bidders must be authorized new vehicle dealers for the
manufacturer(s) they represent. Bidders shall submit OEM
authorization on official manufacturer letterhead, dated within
six (6) months of the bid due date.

by Act No. 84 of 1983, commonly referred to as the Board of
Vehicles Act.

procurement system prior to submitting a bid.

1. PURPOSE/STATEMENT OF WORK:
The Department of General Services, on behalf of the Pennsylvania Game Commission, is
issuing Invitation for Bid (IFB) 6100065070 for the purchase and delivery of one (1) 2027
Tri-Axle Dump Truck with Dump Bed, in accordance with the requirements outlined in Bid
Specification Section.
2. ELIGIBLE BIDDERS:
1. Must be an Authorized/Franchised dealer for the vehicles offered in Pennsylvania
2. Must hold a valid Pennsylvania Dealer License
All bidders must be authorized new vehicle dealers for the manufacturer(s) they represent.

able to provide proof of compliance with these requirements in accordance with the Motor
Vehicle Procurement Act (62 Pa. C.S. §§ 3731–3736).
3. BIDDING INSTRUCTIONS:
The following documentation must be completed and submitted with the bid. Failure to
submit the documentation listed below will result in the bid being rejected.

A. OEM Letters (if applicable)- Bidders who are not a manufacturer must submit a letter
from the manufacturer(s) stating that the bidder is authorized to sell the product(s) in
the Commonwealth of Pennsylvania.
B. Lobbing Certifications and Disclosure, BOP-1307- This certification is a material
representation of fact upon which reliance was placed when this transaction was
made or entered into. Submission of this certification is a prerequisite for making
or entering into this transaction imposed under Section 1352, Title 31, U. S.
Code. Any person who fails to file the required certification shall be subject to a
civil penalty of not less than $10,000 and not more than $100,000 for such failure.
C. Reciprocal Limitations Act, GSPUR-89- Reciprocal Limitations Act (GSPUR-89):
See Section II.4 II-IFB-017.1b Reciprocal Limitations Act – Electronic Submittal
(February 2007) of the Terms and Conditions for details and requirements
regarding this Act. All bidders must complete and return the Reciprocal Limitations
Act Requirements Form, which is attached hereto and made part of this IFB. The
completed and signed GSPUR-89 form shall be submitted with the bid response.
D. Iran Free Certification and Disclosure-Prior to entering a contract worth at least
$1,000,000 or more with a Commonwealth entity, a bidder must: a) certify it is not
on the current list of persons engaged in investment activities in Iran created by the
Pennsylvania Department of General Services (“DGS”) pursuant to Section 3503
of the Procurement Code and is eligible to contract with the Commonwealth under
Sections 3501-3506 of the Procurement Code; or b) demonstrate it has received an
exception from the certification requirement for that solicitation or contract
pursuant to Section 3503(e). All bidders must complete and return the Iran Free
Procurement Certification form, which is attached hereto and made part of this IFB.
The completed and signed Iran Free Procurement Certification form shall be
submitted with the bid response.
E. Worker Protection Act, BOP-2201- Pursuant to Executive Order 2021-06, Worker
Protection and Investment (October 21, 2021), the Commonwealth is responsible
for ensuring that every Pennsylvania worker has a safe and healthy work
environment, and the protections afforded them through labor laws. To that end,
contractors and grantees of the Commonwealth must certify that they are in
compliance with all applicable Pennsylvania state labor and workforce safety laws.
Such certification shall be made through the Worker Protection and Investment
Certification Form (BOP-2201) (Appendix C). The completed and signed Worker
Protection Certification Form shall be submitted with the bid response.
