Description:

The Pennsylvania State Police (PSP), Bureau of Communications and Information Services (BCIS) is issuing this Invitation for Bid (IFB) to procure a rapid response connectivity unit. This is a no substitute solicitation.

Questions must be submitted in writing to RA-SPPSPBIDS@PA.gov no later than March 30, 2026 at 11:00 a.m.

All bids must be submitted through the PA supplier portal at www.pasupplierportal.state.pa.us

The Reciprocal Limitations Requirements Act form (GSPUR-89) and Worker Protection and Investment form (BOP-2201) provided must be completed by an authorized vendor representative and uploaded with bid submission.

ONLY ELECTRONIC BID RESPONSES WILL BE ACCEPTED FOR SUBMISSION. All bidders are responsible for monitoring the DGS eMartketplace website to view any change notices for this IFB. The change notices shall become incorporated as part of this bid. In order to submit a bid response, vendors must be registered. Overview:

The Pennsylvania State Police (PSP), Bureau of Communications and Information Services

(BCIS) is issuing this Invitation for Bid (IFB) to procure one Rapid Response Connectivity Unit

per the specifications provided. This is a no substitute solicitation.

Specifications:

Pelsue model RRCBHM-S1VC as follows.

Network Components:

• Starlink high performance satellite dish antenna

• Cradlepoint E30005G router

• APC lithium ion UPS

• Dual network extender 4G LTE for Enterprise

• Grandstream wi-fi access point

• Panorama Paddle MIMO antennas (4)

• 4.8m pneumatic mast

• Tripp-Lite 12-outlet rackmount surge suppression device

• GPS tracking device

• Auxiliary cable pass-through

• 15W POE injectors (2)

• 60W POE injector

• Non-ethernet port

• Frame corner mounted, pivoting, lifting, and tie-down points

Power Enclosure:

• Primary power Honda EU2200i generator with no less than 6 gallon fuel capacity

• Alternate power shore plug

• Alternate port for ethernet and fiber LCLC connection

Estimated Quantities

It shall be understood and agreed that any quantities listed in the Contract are estimated only and

may be increased or decreased in accordance with the actual requirements of the Commonwealth

and that the Commonwealth in accepting any bid or portion thereof, contracts only and agrees to

purchase only the materials and services in such quantities as represents the actual requirements

of the Commonwealth. The Commonwealth reserves the right to purchase materials and services

covered under the Contract through a separate competitive procurement procedure, whenever

Commonwealth deems it to be in its best interest.

Manufacturer Authorization Letter

If the bidder submitting a response to this IFB and is not the original manufacturer of the equipment

being provided, the bidder must submit a Manufacturers Authorization Letter which clearly states

the bidder is authorized to provide the OEM’s equipment and services required by this IFB. The

Manufacturers Authorization Letter must reference “IFB 6100065577 – PSP BCIS RAPID

RESPONSE CONNECTIVITY UNIT”. As part of this letter the manufacturer must also

acknowledge their responsibility for any warranty issues.

Delivery Requirements:

All products shall be delivered fully factory assembled and duty ready to the following location.
