Invitation for Bids – #LB 25-005 Environmental Abatement & Disposal of Asbestos and Hazardous Materials & Demolition and Disposal of Residential and Commercial Structures in Genesee County Michigan, Sealed Proposals will be received by the Genesee County Land Bank Authority (GCLBA) for abatement and demolition of residential and commercial structures in Flint and Genesee County. Proposals will be received from pre-qualified contractors on GCLBA’s Bidder’s List at GCLBA main office located at 452 S. Saginaw St, 2nd Floor, Flint, MI 48502, until 3:00 pm on Tuesday, September 9, 2025. Envelopes must be sealed and clearly marked with the bid number. The bid documents can be found at https://www.thelandbank.org/contracts_bids.asp under the tab “Current Bids”. Due to size, the pdf of the bid documents have not been attached here. All bids received will be opened and publicly read aloud.

A mandatory pre-bid will be held at the Genesee County Land Bank on Tuesday, August 26 ^th , 2025, at 11:00 am to discuss changes to the IFB submittals. A virtual option will be available via Microsoft Teams. See important dates chart in bid document for Microsoft Teams link.

This project is a federal funded activity authorized under the Department of Housing and Urban Development (HUD). All successful bidders must comply with federal labor standards, which may include the Davis-Bacon Act and the Copeland Anti-Kickback legislation; federal equal opportunity requirements.

Minority and Woman business owned enterprises (MBE/WBE) and Section 3 business concerns seeking bid opportunities under this Project Notice are encouraged to respond.

The GCLBA reserves the right to waive any informality in any bid, to reject any or all bids, omit bid items, negotiate any part of the bid, or accept any bid that is considered most favorable to GCLBA. Bidders can request access Environmental Site Assessments, maps, and Pre-demolition surveys by emailing requests to ffinholm@thelandbank.org or jmateen@thelandbank.org . Respondents will be invited to review information via Box.com. Bidders are not required to purchase a membership with Box.com, but should create a free account.  IFB responses must be submitted both via hard copy and electronic copy. Each respondent shall submit one (1) original, one (1) additional copy of application and one flash drive containing a PDF copy. Respondent is responsible for labelling the exterior of the sealed envelope containing the proposal response with the proposal number, proposal name, proposal due date and time, and your firm’s name.

The following information is to be incorporated into the bidding and contract documents and acknowledged by all bidders for the above referenced project. Bids submitted that do not acknowledge this Addendum will be deemed incomplete and may be rejected on such basis.

1. Important Dates: Important dates throughout the Bid Documents should be replaced with the dates as outlined below:

1. Removed 3202 S Grand Traverse Flint, MI 48507. Updated bid tab is on box.com.
2. Removed 612 Clinton St. Flint, MI 48507. Updated bid tab is on box.com.
3. Please note that the following properties are funded by fire withholding through the City of Flint. These funds expire in December 2025. Please prioritize these properties to be demolished first before the funds expire:
1. 25-005-1: 833 Leland St Flint, MI 48507
2. 25-005-2: 1409 Forest Hill Ave. Flint, MI 48504
3. 25-005-2: 801 Copeman Flint, MI 48504
4. During the pre-bid meeting, we shared that a number of properties would be added to 25-005. These properties will be added to 25-006 instead of 25-005.
