The ADA compliant combination municipal skid restroom must be designed to be loaded and unloaded on a trailer to be moved as required for PA State Park Operations improving visitor services during large construction projects.

TWO-UNIT ADA-ACCESSIBLE COMBINATION TOILET/SHOWER MUNICIPAL SKID

I. SCOPE OF WORK:
The Department of Conservation and Natural Resources, Bureau of State Parks, Denton Hill State Park, requires a
vendor to supply and deliver one (1) two-unit ADA accessible combination toilet/shower municipal skid
restroom unit to Denton Hill State Park, 5661 Route 6, Ulysses PA 16948. This unit will serve as a temporary
restroom facility for visitors and/or staff during large construction projects. The ADA compliant combination
municipal skid restroom must come pre-assembled with all components included making installation as easy as
connecting to existing plumbing and electrical systems.
The ADA compliant combination municipal skid restroom must be designed to be loaded and unloaded on a
trailer to be moved as required for PA State Park Operations improving visitor services during large construction
projects.

II. CONTRACT TASKS:
The following requirements must be met and included within the performance of this contract:
Vendor to furnish one (1) two-unit ADA compliant combination toilet/shower municipal skid restroom with the
following specifications:
Measurements:
Overall dimensions of the ADA compliant combination municipal skid restroom when prepared for
transportation must not exceed 8’6” wide by 15’ long.
Total dimensions of the unit, including ADA access ramps, when placed on a trailer must not exceed 25’ in
length and unit must not exceed 4600 pounds.
Electric:
LED lighting
One (1) ceiling light per room
Exterior lights must be located above every entry/exit door. Dusk to Dawn lighting.
ADA compliant GFI circuit fixtures
120/240V single phase
Minimum of 50-amp breaker
Heating/Cooling:
Electric heating and cooling systems required to operate in a three + season environment
Appropriate insulation to maintain a three + season environment
Thermostat - programmable
Heating/cooling temperature should range between 65 to 75 degrees Fahrenheit
Electric on demand water heater
Exterior:
Insulated windows that tilt out
Secure doors with occupancy indicator deadbolts
At least six (6) sets of keys must be provided
Exterior will compliment PA State Park building aesthetic, Earth-tone (Dark Brown)
ADA ramp must break down for transport
Interior:
Non-slip flooring
Vandal resistant wall panels
Appropriate drainage
Appropriate ventilation fans
Entrances:
ADA compliant combination municipal skid restroom must have ADA accessible ramp
Ramp must not exceed ADA ramp maximum slope without alterations to landscape
Must Include handrails at a minimum height of 36” above platform
Handrails must include crossbars not to exceed 15” of separation on center
Handrails should be detachable and attach to skid for transport.
Fixtures required per restroom/shower unit (double unit):
One (1) ADA compliant toilet with handrails - porcelain fixture
One (1) ADA compliant shower with handrails and foldable bench
One (1) ADA compliant roll under sink - porcelain fixture
One (1) trash can
Coat hook
Diaper changing table
Breakproof mirror above sink
Service connections:
1” sch 40 water potable water fill
3” sch 40 waste pipe
115/240VAC - 50 amp service with standard 50 amp plug connector for unit operation
Miscellaneous Requirements:
Forklift pockets all sides / top corner shackles to crane lift
Tie down shackles on each top corner
Appropriate anchor points to secure the trailer to the ground (for both dirt or concrete).
III. ADDITIONAL REQUIREMENTS:
Vendor is responsible for obtaining all required permits and licenses while adhering to all state and local laws,
rules, and regulations for the protection of public health and the environment, including OSHA safety
requirements. Vendor must fully comply with all requirements of the applicable version of the International
Building Code and all other provisions of the Uniform Construction Code.
IV. DELIVERY:
Vendor must call Scott M. Morgan, Park Manager, at the Park Office at 814-435-5010 ext 6 between 8:00 am -
4:00 pm, Monday through Friday at least 10 days prior to delivery to schedule a date and time for delivery.

The ADA compliant combination municipal skid restroom must be delivered to the pre-determined and agreed upon
area.
Park staff will be on site at time of scheduled delivery to direct delivering driver to the exact location for
offloading.
V. DELIVERY TERM:
Delivery to be made as soon as possible upon execution and receipt of purchase order but no later than July 30,
2026.
VI. BID AWARD:
Bidder must complete and include the following with the bid response:
A. The electronic Invitation for Bid to be found at www.pasupplierportal.state.pa.us
B. A properly executed Reciprocal Limitations Act form that lists the state of manufacture for any
supplies procured.
C. A properly executed Worker Protection and Investment Certification Form.
D. Photos of a comparable ADA compliant combination municipal skid restroom, both inside and out, as
well as all potential furnishings, must be submitted with your bid response.
The unit price must include all administrative costs, labor, materials, equipment, tools, insurance, transportation,
fuel charges, delivery, handling charges, and any other items or miscellaneous charges necessary for the furnishing
of the ADA accessible combination toilet/shower municipal skid restroom.
The bid will be awarded based on the lowest total sum.
Please note that the Department will only accept out to two (2) decimal points when entering your pricing.
VII. CONTRACTOR REFERENCES:
After the bid opening, and prior to awarding of the contract, the Department has the right to request references
(names, addresses and telephone numbers) of similar work performed in the previous two (2) years as proof of
qualifications to perform the work involved in this contract. Similar work is defined as the supply and delivery of
a portable ADA accessible shower/restroom facility.
References are an optional tool available to the Department to help determine bidder capabilities. If any of
these references are requested and the bidder cannot supply the necessary documentation and proof of
compliance, the Department reserves the right to reject the bidder. The decision to both request references or
reject bidders based on inadequate reference will be made solely at the discretion of the Department
VIII. PAYMENT TERMS:
Payment shall be made on a reimbursement basis following delivery and final acceptance of the unit.
This contract will be paid by Automated Clearing House (ACH), commonly referred to as direct deposit. Vendor
should review Section V.23 CONTRACT-016.2 Payment – Automated Clearing House (ACH) Payments of the
Commonwealth’s Terms and Conditions for complete details and contractor responsibilities.
IX. INVOICES:
Invoice format must be in accordance with the IFB – Invitation for Bid. Invoices should reflect line items
as set forth in the purchase order. All invoices must be itemized to include the line item, quantity,
and cost.
All invoices MUST contain the purchase order number, as well as vendor’s SAP Vendor Number. The name and
address listed on the purchase order must also be the same as reflected on the invoice(s).
Failure to provide this information may result in a delay of payment.

X. RECEIPT AND OPENING OF BIDS:

faxed and mailed bids will not be accepted.
No responsibility will be attached to any employee of the Department for the premature opening of, or the
failure to open, a bid for any reason whatsoever.
XI. BID RESULTS:
Bidder can obtain bid results by accessing www.emarketplace.state.pa.us/bidtabs.aspx . The bid results will be
posted as soon as practicable. The results are the apparent bidders, and all bids are under review until final award
of the purchase order.
