NECESSARY TO REMOVE, PROPERLY DISPOSE OF, SUPPLY AND INSTALL WATER BOILERS, AT
THE JEFFERSON PARISH CORRECTIONAL CENTER LOCATED AT
100 DOLHONDE STREET, GRETNA, LA 70053
Section 1.0 - Site Visits:
All prospective bidders can schedule a site visit through Robert Brouillette with the Department
of General Services between 8:00 a.m. and 3:00 p.m., Monday through Friday. Mr. Brouillette
can be reached at (504)364-3460.
Section 2.0 – License Requirements:
A Louisiana State Contractor’s License will be required by LSA R.S. 37-2150 et. seq., and such
license number must be entered in the appropriate field in the electronic procurement system.
Failure to comply will cause the bid to be rejected.

Section 3.0 – Scope:
We extend this proposal to provide labor, materials, equipment, transportation, and all other
incidentals necessary to remove, properly dispose of, supply and install new water boilers at
the Jefferson Parish Correctional Center located at 100 Dolhonde Street, Gretna, LA 70053.
Base Bid: Replace, supply, and install three (3) Serial# G11H00234400, 3115101830594,

Alternate One: Replace, supply, and install one (1) Serial# I12H00243326
Alternate Two: Replace, supply, and install one (1) Serial# I12H00243019
Section 4.0 – Bonds:
• Surety Bond: An Electronic bid bond will be required with bid submission in the amount
of 5% of the total bid. The vendor shall indicate the electronic bid bond number in the
location specified on the electronic envelope. No scanned paper copies of any bid bond
will be accepted as part of the electronic bid submission.
• Performance Bond: A Performance Bond in the amount of 50% of the total contract
price will be required. The performance bond shall be produced upon contract
execution.
• Payment Bond: A Payment Bond in the amount of 50% of the total contract price will be
required. The payment bond shall be produced upon contract execution.

Section 5.0 – Insurance
5.1 Installation Floater
The Contractor shall purchase and maintain in its name an Installation Floater insurance policy,
covering installation of all equipment which is the subject of the Contract, to the full insurable
value thereof. The policy shall include "all risk" insurance for physical damage. The valuation of
covered property should be the replacement cost value.
If applicable, the Contractor shall require all subcontractors to maintain, in limits equal to or
greater than Contractor’s, the same insurance coverage for Work performed or materials
provided for the Work. Contractor shall insert this requirement in all contracts or agreements
with all entities and/or persons who perform any Work under this contract. At no time shall
Contractor allow any subcontractors to perform Work without the required types and limits of
insurance coverage. In the event of a subcontractor’s non-compliance with this requirement,
the Contractor shall be responsible for any damages or liabilities arising from the
subcontractor’s work, actions, or inactions.
Section 6.0 – Quantities/Inspection:
Bidders must inspect the site and perform their measurements to determine the proper
quantity of materials and equipment required to complete this project. All measurements given
in these specifications are for informational purposes only.
Section 7.0 – Submittals:
If the bidder intends to provide materials equal to or better than owner-specified materials, the
following shall be supplied upon request.
• Manufacturer's catalog data
• Detail sheets
• Specifications of the product
• Warranty information
Section 8.0 Bid Specifications:
To be performed in Base Bid and Alternates 1 and 2:
• All materials for this project shall be bidder-supplied new.
• Equipment and materials shall be installed neatly and professionally.
• Verify that the materials and equipment specified will fit into the designated spaces.
• Equipment and materials shall be installed as per all state, local, and manufacturers’
codes, recommendations, and guidelines.
• Ensure a complete, coordinated, satisfactory, and proper operating system at
completion of this project.

Section 8.1 - Removal of Existing Equipment:
• Remove and properly dispose of each existing gas-fired water boiler.
• Remove any and all debris daily and maintain a clean jobsite
Section 8.2 – Installation:
• Base Bid: Design, engineer, supply, and install three (3) new Lochinvar gas-fired water
boiler Model: CWN2067PM or owner reviewed and approved equal.
• Alternate 1: Design, engineer, supply, and install one (1) new Lochinvar gas-fired water
boiler Model: CWN0987PM
• Alternate 2: Design, engineer, supply, and install one (1) new Lochinvar gas-fired water
boiler Model: CWN0987PM
Wherever a brand name, make, manufacturer, model, or catalog number is specified, it is used
only to denote the quality standard of product desired and does not restrict bidders to that
brand or manufacturer. Such references are intended solely to convey the general style, type,
character, and minimum quality of product required. Equivalent products may be acceptable if,
in the Parish’s sole discretion, they meet all specifications and project needs. Required
documentation for proposed equivalents shall be submitted in accordance with these
specifications.
To be performed in Base Bid and Alternates 1 and 2:
• All parts and labor necessary for a turnkey project, including but not limited to the
successful bidder connecting all high and low voltage electrical, control wiring (Building
Automated System), plumbing, ventilation, and natural gas work.
• Provide a new fused disconnect on each boiler.
• Supply and install new appropriately sized fuses for each boiler.
• New high and low voltage wiring shall be run in seal-tight flex conduit.
• Provide new conduit from the existing electrical disconnect to the boiler.
• The existing main electrical feed can be reused if it matches the new boiler's electrical
recommendations.
• Supply and install new shutoff brass ball valves to each boiler.
• Supply and install new appropriately sized type K copper piping from the new ball valve
to the boilers.
• Supply new liquid filled gauges on supply and return
• Properly insulate all new piping. Insulation must match existing insulation.
• Supply and install a new properly gas ball valve on each boiler.
• Replace the gas line from the new ball valve to each boiler.
• Test for water and gas leaks.
• Replace the existing vent pipe with an appropriately sized and manufacturer-approved
vent stack on each of the boilers.

Section 8.3 – Description:

• Copper fin with a gasket less copper tube heat exchanger design
• Contain an ASME-certified temperature and pressure relief valve
• Burners shall be stainless and U.L. AND U.L.C. listed
• Pump delay with freeze protection
• Failure alarm
• All safety switches shall be connected to the unit and must shut the system off in the
event of triggered activation.
• Gas, water supply, and return shall be as per all manufacturer recommendations and
guidelines, and must match existing plumbing and gas lines.
• Stainless Steel drain pan to match new boiler, must have a minimum 2” lip, and must be
welded to prevent leakage.
Section 8.4 – Insulation:
• All insulation and jacketing removed shall be replaced with new insulation and jacketing
that matches the existing material's color, size, and R rating.
Section 9.0 - Commissioning:
A factory-trained representative of the installed boiler equipment shall perform commissioning.
All commissioning shall be performed with an owner’s representative present.
Section 10.0 – Permits:
The bidder shall obtain any permits required by the Jefferson Parish Building Permits
Department and be responsible for paying for these permits. All permits must be obtained
before the start of any project requiring them.
Section 11.0 – Existing Structure:
Should any damage be caused by this work, the successful bidder shall restore the damage to
its original condition with the same type of materials, finish, and workmanship.
